Addendum 4 Summary: CBWTP Process Heating Replacement Project

This is Addendum Number 4 to a Construction Document issued by the City of Portland, Oregon's Procurement Services division for Bid Number 2271748034, the CBWTP Process Heating Replacement Project. The project involves replacing two existing 300-HP steam boilers at the Columbia Boulevard Wastewater Treatment Plant with three new 400-HP hot water boilers to meet current and future anaerobic digestion heating demands and provide operational redundancy. The bids are due on September 1, 2026, by 2:00 P.M. This addendum provides four critical clarifications and corrections to the original plans and specifications that all bidders must incorporate into their proposals.

The addendum addresses technical specifications for flue gas recirculation (FGR) piping materials, clarifying that all FGR piping and fittings shall conform to the material requirements specified in Section 23 51 19 and do not require an outer pipe. It explicitly prohibits the inclusion of barometric dampers in packaged boiler bids as originally specified, though such dampers may be considered during submittal reviews. Additionally, the addendum makes two administrative corrections: renaming "Correction Plan" to "Corrective Action Plan" in Specification Section 01 11 13, Paragraph 1.06.B to standardize terminology with Section 02 46 00, and correcting the referenced specification section number on Plan Sheets P03, P04, and P05 from 25 52 33.16 to 23 52 33.16. All bidders are responsible for conforming to these addendum changes, which will become part of the contract.

ADDENDUM NUMBER 4

Bid Number 2271748034

CBWTP Process Heating Replacement Project

Bids Due: September 1, 2026, by 2:00 P.M.

This addendum provides changes to the plans and specifications for the above-entitled project to be considered by each bidder. This addendum shall be included in the bid and, when closing the contract, will be a part thereof. Any changes made by this addendum to said plans and specifications offset only the portion of the plans, words or paragraphs specifically mentioned herein, and the balance of the plans and/or specifications remain in full force. It is the responsibility of all bidders to conform to this addendum.

Item No. Location Change 1 Q&A, Specification Section 23 52 33.16, 2.02, B, 3.

Question:

Does all the FGR piping and fittings need to be SS? Or just the bypass valve. If so, what grade of SS?

Answer:

All piping and fittings for flue gas recirculation shall be considered as part of the fabricated boiler stacks specified in Section 23 51 19 and shall conform to all material requirements of that section except that flue gas recirculation piping does not require an outer pipe. Only the inner pipe and insulation is required.

2 Q&A, Specification Section

23 52 33.16, 2.02, C, 3.

Question:

Given the length of the vertical stack in the docs, you will have excess back pressure. A barometric damper is a common way to solve this issue. Can we include one in our scope?

Answer:

Packaged boilers shall be bid with no barometric dampers as specified.

Barometric dampers may be considered during submittal reviews.

3 Specification Section 01 11 13, Paragraph

1.06 B.

Revise the first sentence of Paragraph 1.06.B by replacing the term "Correction Plan" with "Corrective Action Plan." This revision is administrative only and standardizes terminology between Specification Sections 01 11 13 and 02 46 00. No change is made to the intent or requirements of the Contract Documents.

4 Plan Sheets P03, P04, and

P05

Revise the "Boundary of Vendor Package See Specification" by changing the referenced specification section from 25 52 33.16 to 23 52 33.16. This revision corrects the specification section number referenced on the drawing sheets P03, P04, and P05.
