About this file
This document is Addendum Number 3 to a special prequalification application issued by the City of Portland, Oregon for Bid Number 2271748034, the CBWTP Process Heating Replacement Project. The project involves replacing two existing 300-horsepower steam boilers at the Columbia Boulevard Wastewater Treatment Plant's DICO building with three new 400-horsepower hot water boilers to support anaerobic digestion heating demands and provide operational redundancy. The existing boilers are approximately 40 years old and have reached the end of their useful life. This addendum modifies the original solicitation by extending the prequalification application due date to August 18, 2026, by 4:00 P.M. and the bid due date to September 1, 2026, by 2:00 P.M. via SAP Ariba. The addendum also revises the Special Prequalification Application by reducing the number of required project history submissions.
The project requires two distinct prequalifications: Special Class 33 for CBWTP Boiler Replacement Projects (Prime Contractors only, $5,500,000) and Special Class 33 for CBWTP Systems Integration (Prime or Subcontractors, $350,000). Prime contractor applicants must demonstrate a minimum of five years of industrial or heavy mechanical construction experience, at least one comparable boiler replacement project completed within the past ten years in operating municipal or industrial facilities while maintaining continuous operations, and qualified project management and superintendency personnel with five years of experience. Systems integrator applicants must provide five years of experience integrating boiler control systems in municipal or industrial facilities and documentation of three comparable projects completed within the past seven years. Bid, payment, and performance bonding is required for all bids. Questions should be directed to Emmanuel Amunga, Senior Procurement Specialist, at emmanuel.amunga@portlandoregon.gov.

Public Disclosure of Special Prequalification Application
Any information provided to the City pursuant to this Special Prequalification Application shall be public record and subject to public disclosure pursuant to Oregon public records laws (ORS 192.410 to 192.505) and PCC 5.34.470.
Unless expressly provided otherwise in this application or in a separate communication, the City does not agree to withhold from public disclosure any information submitted in confidence by an applicant contractor (hereafter “contractor”) unless the information is otherwise exempt under Oregon law (there are a number of exemptions and it is the contractor’s responsibility to inform themselves of these exemptions). The City considers special prequalification applications to be submitted in confidence only until the City’s evaluation is complete and agrees not to disclose special prequalification applications until the City has completed its evaluation of all applications and has publicly announced the results.
mailto:PreQualApps@portlandoregon.gov mailto:Shannon.Kavanagh@portlandoregon.gov mailto:emmanuel.amunga@portlandoregon.gov
When preparing a Special Prequalification application, a contractor shall prepare in addition one (1) Redacted for Public Disclosure Copy of the Special Prequalification application. All information deemed by the contractor to be exempt from public disclosure shall be plainly marked as exempt in the redacted copy; the entire Special Prequalification application cannot be marked as being “confidential”. The contractor shall include a summary page at the beginning of the Redacted for Public Disclosure Copy detailing the location of all information deemed to be exempt as found in the redacted copy. When exempt information is combined with non-exempt information on the same page, the exempt information must be clearly marked and redacted in such a way as to allow the disclosure of the non-exempt information;
the entire page cannot be marked as exempt.
The fact that a contractor submits certain information marked as exempt from disclosure does not mean that the information is necessarily exempt. Any portion of an application that the contractor claims as exempt from disclosure must meet the requirements of ORS 192.501(2) and ORS 192.502(4). The City will make an independent determination regarding exemptions applicable to information that has been properly marked as exempt. Information that has not been properly marked as exempt may be disclosed in response to a public records request.
If the contractor fails to submit a Redacted for Public Disclosure Copy of their Special Prequalification application as required, the City may release the original application submitted by the contractor without redaction.
If a public records request is received for a contractor’s Special Prequalification Application and the City refuses to release the records, the contractor agrees to provide information that is sufficient to sustain its position to the District Attorney of Multnomah County, who currently considers such appeals. If the District Attorney orders that the records be disclosed, the City will notify the contractor in order for the contractor to take all appropriate legal action. The contractor further agrees to hold harmless, defend, and indemnify the City for all costs, expenses, and attorney fees that may be imposed on the City as a result of appealing any decision regarding the contractor’s records.
I acknowledge I have read the statement above.
