About this file
This is Addendum Number 2 to a construction solicitation issued by the City of Portland, Oregon's Procurement Services division for the CBWTP Process Heating Replacement Project, Bid Number 2271748034. The project involves replacing two existing 300-horsepower steam boilers at the Columbia Boulevard Wastewater Treatment Plant with three new 400-horsepower hot water boilers to meet anaerobic digestion heating demands and provide operational redundancy. Bids are due August 4, 2026, by 2:00 P.M. The addendum modifies prequalification requirements, specifications, and clarifies technical details for bidders.
The addendum establishes that applicants must demonstrate experience with at least two system integration projects completed within the last seven years, valued at minimum $350,000 for the systems integration portion, and similar in scope and complexity to the proposed project. Key technical clarifications include confirmation that local boiler control panels will connect to an existing PLC rather than requiring a master panel from the contractor, specification that gas regulators must be rated for 20 psi (with alternate products considered during submittal review), existing digester gas booster capability of up to 2.3 psi, definition of a test firing valve as a manual throttling valve upstream of the safety shutoff valve, and maximum available fault current of 65-kAIC. Bidders are responsible for conforming to all addendum requirements, and questions should be directed to Emmanuel Amunga at emmanuel.amunga@portlandoregon.gov.
