About this file
This is Addendum Number 5 to the City of Portland, Oregon Procurement Services bid solicitation for the CBWTP Process Heating Replacement Project, Bid Number 2271748034, issued on August 27, 2026. The addendum modifies the plans and specifications for the replacement of two existing 300-HP steam boilers with three new 400-HP hot water boilers at the Columbia Boulevard Wastewater Treatment Plant. Bids are due September 1, 2026 by 2:00 p.m. The addendum identifies four prequalified prime contractors (Apex Mechanical LLC and Copper Mechanical, LLC) and two prequalified subcontractors (Taurus Power & Controls dba Pacific Northern Environmental, LLC and Portland Engineering). The addendum requires all bidders to include the State of Oregon First-Tier Subcontractor Disclosure Form with their bid submissions, with the form to be submitted by 4:00 p.m. on the bid due date. Bidders must disclose all first-tier subcontractors with contract values equal to or greater than five percent of the total project bid or $15,000, whichever is greater, or $350,000 regardless of percentage.
The addendum addresses ten technical clarifications through a Questions and Answers section, including specifications for equipment materials (E-stop pushbuttons, feed pump load cell panels, and emergency shutoff panels shall be NEMA 12 painted steel, not stainless steel), responsibility for Modicon programming and SCADA/HMI system configuration (Owner provides programming and graphics; Contractor provides integration and startup), installation locations and responsibility for pressure indicating controllers and flow switches, and confirmation that an existing flowmeter (FE/FIT-9440) shall be reused and relocated. The contact for all questions and concerns is Emmanuel Amunga at emmanuel.amunga@portlandoregon.gov. Failure to submit the First-Tier Subcontractor Disclosure Form by the deadline will result in a non-responsive bid that will not be considered for award.

5.4 Q&A Question:

5.5 Q&A Question:
Who will provide the Modicon programming? Who will configure the SCADA/HMI systems?
Answer:
The Owner shall provide the programming and iFIX SCADA / HMI graphic screens for the operator/process interface per Section 01 75 16.

The local, door-mounted HMI associated with each packaged boiler control panel is part of the boiler manufacturer’s furnished control system.
5.6 Q&A Question:
A new concern appears in that there are no details appearing for the DICO Rack 10 PLC cabinet where two, (2) hardwired Pressure Indicating Controllers appears to be required. Ref: Page 86 & 87 of the drawing set. These are PIC-844 & PIC- 5624, other panel wiring and TB appear to be in the DICO-CP1 PLC Rack 1 panel.
Who is responsible for these items?
Their location in the facility is not clear. These items do not appear on the Instrument Listing provided.
Answer:
Contractor shall provide the SPA relays (PIC-844 and PIC-5624). Refer to drawing P08 of the P&IDs as well.
These shall be installed inside the control panel, DICO-CP1 as shown on drawing P08 and their corresponding loop drawing I0844/I5624.
5.7 Q&A Question: We do not have any description for FSL-5809 or any clues as to who supplies it. Sheet P06 page 81 of the drawings, right lower corner. The FSL does not appear on the instrument list or in the specs. Typically, it may be part of the eyewash station assembly, however, there is no call out for one.
Answer:
FSL-5809 shall be a flow switch provided as an accessory to the emergency eyewash and shower. This shall be part of the eyewash staon assembly.
Provide flow switch with Form C contacts, rated for 120VAC.
5.8 Q&A
Question: Last item is confusion surrounding FE/FIT-9440. On sheet I9440 page 106 it is marked existing. It appears on the instrument list without any notes.
Is it existing or new?
Answer:
The flowmeter FE/FIT-9440 is an existing flowmeter that shall be reused and relocated as part of this project. The new location is shown on drawing E23.
5.9 Q&A Question:
A new concern appears in that there are no details appearing for the DICO Rack 10 PLC cabinet where two, (2) hardwired Pressure Indicating Controllers appears to be required.
Answer:
Refer to drawing K0105, and I0844 and I5624, which indicate the wiring necessary for the pressure transmitters (Loop 844 and 5624.
5.10 Q&A Question:
Ref: Page 86 & 87 of the drawing set. These are PIC-844 & PIC-5624, other panel wiring and TB appear to be in the DICO-CP1 PLC Rack 1 panel. Who is responsible for these items? Their location in the facility is not clear. These items do not appear on the Instrument Listing provided.
Answer:

5.11 Q&A Question:
I'm reaching out to clarify if a subcontractor list is required to be submitted with the bid for the CBWTP Process Heating Replacement project. Per page 7 of the 002 Bid Book, the State of Oregon – First Tier Subcontractor Disclosure Form must be emailed to buyer by 4:00pm on the date of the bid opening. The 002 Bid Book does not include a Subcontractor Form; can you clarify?

STATE OF OREGON FIRST-TIER SUBCONTRACTOR DISCLOSURE FORM TO BE SUBMITTED
BY ALL BIDDERS NOT LATER THAN 4:00 P.M. THE DAY THE BID IS DUE
In 2003, the Oregon Legislature revised ORS 279C.370, which provides, in part:
“(1)(a) Within two working hours after the date and time of the deadline when bids are due to a contracting agency for a public improvement contract, a bidder shall submit to the contracting agency a disclosure of the first-tier subcontractors that:
(A) Will be furnishing labor or will be furnishing labor and materials in connection with the public improvement contract; and
(B) Will have a contract value that is equal to or greater than five percent of the total project bid or
$15,000, whichever is greater, or $350,000 regardless of the percentage of the total project bid.”
The Bidder must disclose the following information about their first-tier subcontracts either in its Bid submission or within two (2) working hours after the date and time of the deadline when bids are due:
1) the subcontractor’s name,
2) the dollar value of the subcontract, and
3) the category of work that the subcontractor will be performing.
If the bidder will not be using any subcontractors that are subject to the above disclosure requirements, the bidder is required to indicate “NONE” on the accompanying form.
Failure to submit this form by the disclosure deadline will result in a non-responsive bid. A non-responsive bid will not be considered for award.
It is the Bidder’s responsibility to determine all the documents that must be submitted to the City. For purposes of this document, "submitted" means "in the physical possession of Procurement Services."
Note to Contractors who are not the low bidder:
If the apparent low bidder is disqualified or otherwise not awarded the contract and the next low bidder failed to submit the first-tier disclosure form within two (2) hours after the date and time of the deadline when bids were due, that bidder will be ineligible to receive award of the contract.
