The West Virginia Department of Administration Purchasing Division, on behalf of the Adjutant General's Office, is requesting quotes for construction renovations to the Access Control Point (ACP) at Camp Dawson Army Training Site under CRFQ 0603 ADJ2700000011, with bids due September 10, 2026 at 1:30 p.m. EST. The mandatory pre-bid meeting held August 18, 2026 was a condition of bid eligibility; vendor technical questions were due August 24, 2026. Addendum 3, issued September 3, 2026, provides responses to vendor questions and specification changes; all bidders must acknowledge receipt of all addenda to avoid disqualification.
The scope includes replacement of in-ground traffic spikes (12-foot width) and an arm gate (10-foot length), installation of bollards and concrete speed bumps, site grading and drainage infrastructure modifications including 4-inch SDR 35 PVC storm piping, and electrical system upgrades comprising new Lithonia LED canopy fixtures controlled by photocell, a 30 kVA UPS system with 15-minute battery capacity, and pushbutton stations for gate and traffic light operation. The contractor must locate underground utilities via Miss Utility of West Virginia and restore all disturbed site features to original condition. Work is performed at Camp Dawson, 240 Army Road, Kingwood, West Virginia, with invoicing directed to the Adjutant General's Office, Charleston, West Virginia.
Bidders must hold a valid West Virginia contractor's license and have successfully completed at least five similar projects. A bid bond equal to five percent of the total bid amount is required with bid submission; performance and labor/material payment bonds equal to 100 percent of contract value are due prior to award. Pricing shall be firm for the life of the contract, submitted as a lump sum. Liquidated damages are set at $1,500 per day of delay plus $1,250 for Staff Judge Advocate review. This is a one-time purchase contract contingent upon receipt of federal funding. Compliance with Davis-Bacon wage rates and local labor market hiring requirements (75 percent of employees from local market) is mandatory. A drug-free workplace affidavit and proof of appropriate insurance coverage are required with bid submission.
