About this opportunity
The Texas Facilities Commission is requesting qualifications for Construction Manager-at-Risk services for the Department of Public Safety Pierce Office New Construction project (RFQ 0007110), with qualifications due July 14, 2026 at 3:00 PM and mandatory pre-submittal teleconferences on June 30 or July 1, 2026. The two-step award process advances the five highest-ranked respondents from Step One to Step Two pricing proposals due July 30, 2026. A completed Historically Underutilized Business (HUB) Subcontracting Plan demonstrating good faith effort in recruiting Texas-certified Veteran-owned small business (VetHUB) enterprises is mandatory; the TFC will reject responses lacking a fully completed plan.
The project involves demolition of an existing DPS facility and construction of a new one-story, 6,500-square-foot building with 17,000 square feet of asphalt paving on approximately 2.76 acres at 19692 US-59, El Campo, Texas. The CMR must provide preconstruction services including design review, cost estimating, scheduling, and constructability analysis at each of six design phases, followed by full construction management. Pre-construction is estimated at 240 calendar days; construction is projected at 350 calendar days following Notice to Proceed. The architect-engineer firm is Sunland Group.
The estimated construction budget is $5.68 million, encompassing pre-construction management fees, construction management fees, and cost of work. Respondents must demonstrate experience with CMR project delivery or comparable methodologies through five example projects completed or at least 80% complete within the past ten years, with at least two CMR projects and at least one CMR project completed in the past five years. At least one project must involve law enforcement or specialized training facility construction. Respondents must submit a $25,000 bid bond and a bonding letter of intent demonstrating ability to bond the full contract value. Step One evaluation weighs experience and qualifications at 40 percent, methodology and budget/schedule compliance at 30 percent, quality and safety programs at 10 percent, with litigation history and HUB Subcontracting Plan as pass/fail criteria. Step Two adds compensation and fees at 20 percent. Contract execution is targeted for October 10, 2026. The contract is contingent on continued funding availability from TxDOT for US Highway 59 widening through Pierce. Out-of-state contractors must provide a Certificate of Authority to do business in Texas.
