About this file
This is a Subcontracting Plan Requirements presentation document prepared by the Texas Facilities Commission (TFC) Office of Business Opportunities for the Department of Public Safety Pierce Office New Construction project, a Construction Manager-at-Risk (CMR) engagement. The presentation establishes mandatory subcontracting plan submission requirements for all respondents, regardless of certification status or the presence of a utilization goal. Respondents must submit completed subcontracting plans by the solicitation deadline of July 14, 2026 at 3:00 PM and may request a courtesy review from the TFC Office of Business Opportunities no later than three business days prior to the deadline. The document outlines two compliance methods: self-performance (in which respondents declare ability to fulfill the entire scope using their own employees, supplies, materials, and equipment) and good faith effort solicitation (requiring solicitation of a minimum of two VetHUB subcontractors for each determined subcontracting opportunity, with a minimum of seven business days allowed for responses).
The subcontracting plan submission must include six sections addressing respondent information, compliance method declaration, self-performance justification, identification of all subcontracting opportunities with NIGP codes and estimated percentages, documentation of good faith solicitation efforts with supporting communications timestamped and dated, subcontractor selection rationale based on best value, and final respondent affirmation. All subcontracting opportunities, including general requirements and general conditions scopes for CMR solicitations, must be transparently listed. Incomplete subcontracting plans—including those missing signatures, responses to required questions, supporting documentation, or failing to demonstrate adequate good faith effort—will result in disqualification from the solicitation. The TFC Office of Business Opportunities provides vendor resources including access to the Centralized Master Bidders List, VetHUB directory, and program forms through the CPA VetHUB program webpage, with direct contact available at opportunities@tfc.texas.gov.
