About this file

This is a State of Texas Subcontracting Plan form for a construction management and representation (CMR) project related to the Department of Public Safety (DPS) Pierce Office New Construction. The document outlines the requirements and procedures that prime contractors must follow when subcontracting portions of work on state contracts. Prime contractors are required to submit a completed Section 5 form for each subcontracting opportunity identified in Section 4, demonstrating good faith efforts to involve Texas-certified Veteran-owned small business (VetHUB) enterprises. Contractors must notify at least two certified VetHUBs of each subcontracting opportunity, providing detailed information including scope of work, location for review of plans and specifications, bonding and insurance requirements, required qualifications, contracting agency information, and contact details for the prime contractor. A minimum of seven business days must be allowed for VetHUB responses, excluding weekends and state holidays. Documentation of all notifications and responses must be retained and submitted with the subcontracting plan.

Upon contract award, prime contractors are required to promptly notify all selected subcontractors with specific information including the contracting agency name, contract award number, subcontracting opportunity details, and subcontract value. Prime contractors must obtain agency approval before modifying the subcontracting plan or hiring additional subcontractors. Progress assessment reports (PAR) must be submitted with each invoice to the contracting agency, and the contractor must allow the contracting agency to conduct on-site reviews of headquarters and work sites upon request, providing documentation regarding staffing and resources. The contracting agency will not award the contract to any prime contractor whose subcontracting plan lacks accurate supporting documentation demonstrating good faith effort in VetHUB outreach and selection.

Enter the item number and description of the subcontracting opportunity you listed in Section 4.

Item Number Subcontracting Opportunity

Section 5.2 Mentor Protégé Program If respondent is participating as a mentor in a state of Texas Mentor Protégé Program, submitting a protégé (protégé must be a state of Texas certified VetHUB) as a subcontractor to perform the subcontracting opportunity listed in Section 5.1 constitutes a good faith effort for that specific portion of work.

Check the appropriate box (Yes or No) that indicates whether you will be subcontracting the portion of work you listed in Sec-tion B-1 to your protégé.

Section 5.3 Notification of Subcontracting Opportunity Demonstrate your good faith effort to notify Texas certified VetHUBs by communicating each subcontracting opportunity you listed in Section 4.

Search the VetHUB Directory by business category or NIGP code to identify appropriate VetHUBs that work in the area where you are seeking subcontractors. Certified VetHUBs can be sourced using the VetHUB-only search and will be marked with the Active Bidder (A-Approved) VetHUB status.

Send either the Subcontracting Opportunity Notification template or an email notice that includes at minimum:

• Scope of work

• Location to review plans and specifications (if applicable)
