About this file
This is Addendum #1 to Request for Qualifications (RFQ) #0007110 issued by the Texas Facilities Commission (TFC) for Construction Manager-at-Risk (CMR) services for the Department of Public Safety Pierce Office New Construction project. The addendum clarifies that an optional site visit will be conducted on Thursday, July 2, 2026 at 11:00 AM at the Pierce Office located at 19692 US-59, El Campo, Texas 77437, with detailed meeting instructions to be provided to short-listed firms. The proposal deadline remains July 14, 2026 at 3:00 PM. The underlying project involves demolition of an existing DPS facility and construction of a new one-story, 6,500-square-foot building with 17,000 square feet of asphalt paving on approximately 2.76 acres. Pre-construction services are estimated at 240 calendar days, followed by construction projected at 350 calendar days after Notice to Proceed, with contract execution targeted for October 10, 2026.
The estimated construction budget is $5.68 million, encompassing pre-construction management fees, construction management fees, and cost of work. Respondents must provide a $25,000 bid bond and demonstrate bonding capacity for the full contract value. The contract requires completion of a Historically Underutilized Business (HUB) Subcontracting Plan with good faith effort in recruiting Texas-certified Veteran-owned small business (VetHUB) enterprises; responses lacking a fully completed plan will be rejected. Respondents must demonstrate experience with five comparable projects completed or at least 80% complete within the past ten years, including at least two CMR projects with at least one completed in the past five years and at least one involving law enforcement or specialized training facility construction. The contract is contingent on continued funding availability from TxDOT for US Highway 59 widening through Pierce. Out-of-state contractors must provide a Certificate of Authority to do business in Texas.
