About this file

This is Addendum #2 to a Request for Qualifications issued by the Texas Facilities Commission (TFC) for Construction Manager-at-Risk (CMR) services for the Department of Public Safety Pierce Office New Construction project (RFQ 0007110). The addendum corrects the proposal deadline and qualifications submission date. Qualifications and the Historically Underutilized Business (HUB) Subcontracting Plan are now due July 17, 2026 at 3:00 PM, with all other aspects of the original RFQ remaining unchanged. The project involves demolition of an existing DPS facility and construction of a new one-story, 6,500-square-foot building with 17,000 square feet of asphalt paving on approximately 2.76 acres located at 19692 US-59, El Campo, Texas. The estimated construction budget is $5.68 million, encompassing pre-construction management fees, construction management fees, and cost of work. Pre-construction services are estimated at 240 calendar days, followed by construction projected at 350 calendar days after Notice to Proceed, with contract execution targeted for October 10, 2026. Mandatory pre-submittal teleconferences were scheduled for June 30 or July 1, 2026, and a two-step award process will advance the five highest-ranked respondents from Step One to Step Two pricing proposals due July 30, 2026.

Respondents must submit a $25,000 bid bond and a bonding letter of intent demonstrating ability to bond the full contract value. Demonstrated experience with CMR project delivery through five example projects completed or at least 80 percent complete within the past ten years is required, including at least two CMR projects with at least one completed within the past five years and at least one project involving law enforcement or specialized training facility construction. A completed HUB Subcontracting Plan demonstrating good faith effort in recruiting Texas-certified Veteran-owned small business (VetHUB) enterprises is mandatory, with the TFC rejecting responses lacking a fully completed plan. Step One evaluation weighs experience and qualifications at 40 percent, methodology and budget/schedule compliance at 30 percent, and quality and safety programs at 10 percent, with litigation history and the HUB Subcontracting Plan serving as pass/fail criteria. Step Two adds compensation and fees at 20 percent. The contract is contingent on continued funding availability from TxDOT for US Highway 59 widening through Pierce. Out-of-state contractors must provide a Certificate of Authority to do business in Texas.
