About this opportunity
The Maryland Department of General Services issued Request for Technical Proposals CC-623-250-001 for architectural and engineering design services on the Baltimore City Community College Nursing Building Renovation and Addition, but cancelled the solicitation effective August 31, 2026, pending revision of the Facility Program and Request for Technical Proposals.
The procurement required 25% overall Minority Business Enterprise (MBE) participation with subgoals of 7% African American and 10% women participation, plus 5% Veteran Small Business Enterprise (VSBE) participation. Offerors had to be registered with the Maryland Department of Assessments and Taxation and maintain a Maryland resident agent or representation at time of award.
The scope encompassed design and construction administration for complete renovation and expansion of the existing 1977-constructed building (approximately 36,668 gross square feet) with an addition of approximately 7,474 gross square feet to accommodate the nursing program's projected growth from 169 to 320 students by 2029, plus new radiology technology and occupational therapy programs. Deliverables included comprehensive design development, construction documents, and A/E support through all design and construction phases. The design must achieve LEED Silver certification or equivalent, operate as all-electric except for backup generator, comply with the Americans with Disabilities Act, International Building Code, International Energy Conservation Code, and NFPA standards, and include modernized simulation labs, updated classrooms, faculty offices, and student support areas. The existing building contains significant asbestos-containing materials (approximately 3,875 square feet of floor tiles, 2,524 square feet of ceiling plaster, and window caulking), lead-based paint, and mercury-containing fluorescent fixtures requiring licensed Maryland abatement contractor removal prior to renovation disturbance.
The contract was anticipated at 86 months (20 months design, 8 months review, 4 months bidding, 6 months approvals, 24 months construction, 24 months warranty), firm fixed-price, single award. Required insurance included Commercial General Liability of $2 million per occurrence / $5 million annual aggregate, Professional Liability of $2 million per claim / $3 million annual aggregate, and Worker's Compensation of $1 million per occurrence. The pre-proposal meeting occurred August 13, 2026; questions were due August 19; proposals were due September 3, 2026. The project is anticipated for re-solicitation on eMMA following the revised Facility Program completion.
