Offerors were required to maintain Maryland registration with the Department of Assessments and Taxation and establish a Maryland resident agent or representation at time of award. Required insurance coverage included Commercial General Liability of $2 million per occurrence/$5 million annual aggregate, Professional Liability of $2 million per claim/$3 million annual aggregate, and Worker's Compensation of $1 million per occurrence. The project design must comply with Americans with Disabilities Act, International Building Code, International Energy Conservation Code, and NFPA standards, operate as all-electric except for backup generator, and accommodate removal of significant asbestos-containing materials (approximately 3,875 square feet of floor tiles, 2,524 square feet of ceiling plaster, and window caulking), lead-based paint, and mercury-containing fluorescent fixtures by licensed Maryland abatement contractors prior to renovation disturbance. The solicitation was cancelled effective August 31, 2026, pending revision of the Facility Program and Request for Technical Proposals, with anticipated re-solicitation on eMMA following completion of the revised Facility Program.
