Contractors must provide firm offers for labor across 13 specified position categories (Principal, Project Manager, Senior Consultant, Health and Safety Officer, Quality Assurance/Quality Control Officer, Senior Engineer/Scientist, Project Engineer/Scientist, Staff Engineer/Scientist, Engineer in Training, Senior Drafter, Drafter, Senior Administrative Support, and Administrative Support) at both standard and overtime hourly rates, with material costs reimbursed based on documented actual purchases. The scope includes monitoring and sampling activities across 21 distinct monitoring locations including groundwater wells (MW1-MW4), CDOT right-of-way locations, surface water stations (SW-01 through SW-11), and 21 identified seeps with specified latitude and longitude coordinates distributed across the site vicinity.

All contractors must comply with extensive federal provisions applicable to federally funded contracts, including maintenance of current System for Award Management (SAM) registration and a Unique Entity ID with mandatory annual updates. Contractors are subject to termination clauses for cause and convenience, and must comply with the Davis-Bacon Act prevailing wage requirements, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act. For contracts exceeding $100,000, contractors must provide Byrd Anti-Lobbying Amendment certifications, while those exceeding $150,000 must address compliance with the Clean Air Act and Federal Water Pollution Control Act. Procurement requirements prohibit use of covered telecommunications equipment from Huawei and ZTE, require affirmative steps to utilize small and minority businesses and women's business enterprises, mandate domestic preferences for U.S.-produced goods where practicable, and require procurement of recovered materials in accordance with EPA guidelines for purchases exceeding $10,000. The State of Colorado reserves the right to terminate contracts for convenience and may terminate for default with 30 days' written notice if defaults remain uncured five calendar days after notice. Specific budget or award values are not disclosed in the available documentation; contractors will be paid based on actual labor hours, material quantities utilized, and services provided under the hybrid pricing structure.
