About this file

This is a cost sheet attachment for a Request for Proposals (RFP) issued by the State of Colorado for operations and maintenance services at the Captain Jack Mill Superfund Site. The project runs from May 1, 2026, through April 30, 2027, and encompasses eight primary task categories: Project Planning (including contract master schedule, sampling and analysis plan, standard operating procedures, health and safety plan, operations and maintenance plan, data management plan, emergency action plan, and transition plan); Environmental Data (environmental sampling and master database maintenance on a 12-month basis); Operation of Permanent Water Treatment Systems (system operation and sludge removal); Optimization (optimization work plan and support); Operation of Temporary Water Treatment Plant (mobilization/demobilization and monthly rental and operations); Site-Wide Maintenance (surface remedy maintenance, permanent site infrastructure maintenance, snow removal, and non-routine expenses); Technical Support (monthly status reports, annual reports, and general technical support); and Transition Services.

The contract is structured as a combination fixed-price agreement for labor and cost-reimbursable arrangement for supplies and materials. Contractors must provide firm offers for labor and material rates, with reimbursement for actual quantities purchased contingent upon documentation of purchases. The cost sheet includes a labor rate table with 13 specified position categories (Principal, Project Manager, Senior Consultant, Health and Safety Officer, Quality Assurance/Quality Control Officer, Senior Engineer/Scientist, Project Engineer/Scientist, Staff Engineer/Scientist, Engineer in Training, Senior Drafter, Drafter, Senior Administrative Support, and Administrative Support), each requiring both hourly and overtime rates. Quantities for most items are estimated only, and contractors will be paid based on actual services and materials provided.
