About this file

This document contains submission instructions for electronic and hard copy proposals submitted to the Colorado Department of Public Health & Environment (CDPHE) for the Captain Jack Mill Superfund Site Operations and Maintenance contract. Proposals were due by May 13, 2026, with the contract period running from May 1, 2026, through April 30, 2027. The procurement encompasses eight primary task categories: Project Planning, Environmental Data Collection and Management, Operation of Permanent Water Treatment Systems, Optimization Work Plan Development, Operation of Temporary Water Treatment Plant, Site-Wide Maintenance, Technical Support, and Transition Services. The scope includes monitoring and sampling activities across 21 distinct monitoring locations throughout the site vicinity. Contractors must provide firm labor offers for 13 specified position categories at standard and overtime hourly rates, with material costs reimbursed based on documented actual purchases under a hybrid fixed-price and cost-reimbursable contract structure.

Vendors must register with the Rocky Mountain E-Purchasing System (BidNet) at www.bidnetdirect.com/cdphe to submit proposals electronically, with confirmation required before the submission deadline. Alternatively, hard copy submissions must be hand-delivered or sent via USPS, FedEx, or UPS to the CDPHE Purchasing and Contracts Unit at 4300 Cherry Creek Drive South, Denver, Colorado 80246-1530, addressed to Allan Smith, Purchasing Unit Supervisor, allowing a minimum of two additional days for USPS delivery. Electronic submissions must include one original signed Attachment 1 and one electronic version of the proposal on a USB flash drive in Word 2003 or newer or PDF format. Hard copy submissions must be sealed in an appropriate envelope or package clearly marked with the offeror's name, solicitation number and title, and proposal submission due date and time. Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure receipt, as the submission application will halt at the specified deadline regardless of submission status.

Exhibit A Submission Instructions:

Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.

Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.

Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.

Things to remember:

a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.

b. The solicitation submission application typically uploads proposals within five minutes.

Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.

c. BidNet will send an email confirmation if the proposal was uploaded correctly.

d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.

Hard Copy Submission If a vendor elects not to submit a proposal via electronic submission, proposals can be submitted directly to CDPHE.
