About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting quotes for drainage installation at Camp Dawson's transient motor pool in Kingwood under CRFQ ADJ2700000017, with bids due September 15, 2026 at 1:30 PM EST. Attendance at the mandatory pre-bid meeting held August 26, 2026 was required for bid eligibility; vendor technical questions were due August 31, 2026. The solicitation has been modified by four addenda posted September 9, 2026 (Addendum 4 most recent), which supersede earlier versions and specifications.

The scope involves excavating approximately 900 linear feet to create a drain field, installing approximately 450 feet of 12-inch perforated pipe with sock, installing approximately 450 feet of 24-inch HDPE drain pipe, and installing two 36"x36" concrete drop inlets. The contractor must obtain all necessary permits and licenses and comply with applicable federal, state, and local codes including the International Building Code and OSHA regulations. Work is performed Monday through Friday, 7:30 AM to 4:00 PM, excluding state holidays. The contractor must provide a one-year warranty on all parts, labor, and materials.

Bidders must demonstrate a minimum of five years of experience and successful completion of at least five similar drainage installation projects. A bid bond equal to 5% of the total bid amount is required; the apparent successful bidder must provide performance and labor/material payment bonds each equal to 100% of the contract value. All bids must include a contractor's license number, drug-free workplace affidavit (for contracts exceeding $100,000), and proof of workers' compensation insurance. Pricing must be firm for the life of the contract. Liquidated damages of $1,500 per day of delay apply, plus a one-time fixed cost of $1,250 for Staff Judge Advocate review. The award, execution, and completion are contingent upon receipt of federal funding. West Virginia resident vendors and certified small, women-owned, or minority-owned businesses may be eligible for preference under state code. Contact David H. Pauline at 304-558-0067 or david.h.pauline@wv.gov.
