About this file
This Addendum 1 document modifies the solicitation issued by the State of West Virginia Department of Administration Purchasing Division for construction services at Camp Dawson to install sufficient drainage for a new transient motor pool. The solicitation, numbered CRFQ ADJ2700000017, corrects the schedule of events from the original solicitation documents. A mandatory pre-bid meeting has been scheduled for August 26, 2026, at 1:00 PM EST at Camp Dawson Training Site, Building 301-Post Engineering, located at 240 Army Road, Kingwood, WV 26537. All prospective vendors must possess a REAL ID to access the facility and participate in the meeting. Vendors must submit written technical questions by August 31, 2026, at 11:00 AM EST, with responses to be published in a written addendum prior to bid opening. The bid opening date and time have been moved to September 9, 2026, at 1:30 PM EST at the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, WV 25305-0130. Attendance at the mandatory pre-bid meeting is required for bid eligibility; failure to attend will result in bid disqualification. All bids must be submitted in accordance with the instructions to vendors, and vendor acknowledgment of receipt of this addendum is required to prevent bid disqualification.
The solicitation permits vendors to submit bids electronically through wvOASIS, in paper form, or by facsimile, provided they include required signatures and information on submission envelopes or cover sheets. Unit prices shall prevail in cases of discrepancy, and vendors are permitted to bid alternate models or brands provided they are equal to listed specifications and clearly identified with supporting documentation. West Virginia resident vendors and certified small, women-owned, or minority-owned businesses may be eligible for preference under state code. Prior to contract award, the successful vendor must be registered with the West Virginia Purchasing Division and must have paid any applicable registration fees. The document does not specify the total contract value, funding source, or contract term, indicating this information remains in the original solicitation documents.
