About this opportunity

The Palm Desert Housing Authority is requesting sealed bids for the California Villas Pool Improvement Project (Project No. CHA00016) under IFB 2026-IFB-052, with bids due September 21, 2026 at 2:00 p.m. and a non-mandatory pre-bid meeting on September 1 at 9:00 a.m. at the pool site. Bidders must hold a valid California Class C-53 Swimming Pool Contractor license and be registered with the Department of Industrial Relations — mandatory eligibility gates. The project is federally funded under the Community Development Block Grant (CDBG) program and therefore subject to Davis-Bacon prevailing wage requirements, Copeland Anti-Kickback Act compliance, and domestic-preference procurement standards for materials.

The scope spans full removal of existing pool and spa plaster; surface preparation and bond coat application; installation of new plaster finish; waterline tile cleaning and restoration; installation of three LED pool and spa lights; application of brick clay coping sealer; and repair and repainting of pool and spa deck surfaces. The successful bidder must perform at least 50 percent of the work with its own organization, except for designated specialty items. Work must be completed within 30 calendar days of the Notice to Proceed. Liquidated damages of $1,000 per calendar day apply for delays.

The engineer's estimate is $50,000, though an intake form references an anticipated contract cost of $60,000. The contractor must furnish a Faithful Performance Bond and Labor and Material Payment Bond each equal to 100 percent of the contract price, plus a 10 percent bid guarantee. Monthly progress payments will be issued during construction with 5 percent retention. General liability insurance of $1 million per occurrence ($2 million aggregate), automobile liability of $1 million combined single limit, pollution liability of $1 million, and builder's risk insurance are required.

Questions are due September 8, 2026 at 2:00 p.m., with responses due by September 10. Bids remain valid for 90 calendar days after opening. The work is located at 77107 California Drive, Palm Desert, California and must comply with California Air Resources Board regulations, California Green Building Code waste-diversion standards (minimum 65 percent diversion; 100 percent for land-clearing debris), and prevailing wage rates for Riverside County.
