About this file
This is an Intake Form for Solicitations submitted by the Palm Desert Housing Authority for the California Villas Pool Improvement Project, a competitive Invitation for Bid (IFB) project. The scope of work encompasses full removal of existing pool and spa plaster finish, surface preparation, bond coat application, and installation of new plaster finish; waterline tile cleaning and restoration; installation of three LED pool and spa lights; application of brick clay coping sealer; and repair and repainting of pool and spa deck surfacing. The project is classified as a public project under California Labor Code Section 1720(a). The anticipated contract duration is from June 30, 2026, to August 31, 2026, with an anticipated release date of May 27, 2026. Both project and director approvals were granted on May 21, 2026, with HR review completed the same date.
The anticipated contract cost is $60,000.00. The project procurement is necessitated by significant safety concerns related to deteriorating pool and spa plaster, which creates rough surfaces posing slip and abrasion hazards, compromises water quality and chemical balance, and risks exposure of underlying structural materials. The replacement of plaster is intended to restore a safe, sanitary, and compliant swimming environment, extend pool and spa infrastructure lifespan, and mitigate health and liability risks. A 45-day hold is required for this purchase, indicating a standard procurement review period prior to bid release.

Reason the City Believes this Procurement is Necessary:
The new pool and spa plaster requires replacement, due to significant safety concerns that can impact residents. Deteriorating plaster can create rough, uneven surfaces that may cause cuts, abrasions, and slip hazards for swimmers. In addition, plaster failure can lead to water quality issues, improper chemical balance, and exposure of underlying structural materials, increasing the risk of further damage and costly repairs.
Replacing the plaster is necessary to restore a safe, sanitary, and compliant swimming environment, extend the lifespan of the pool and spa infrastructure, and ensure continued residents use without health or liability risks.
