About this opportunity
The City of Edinburg, Texas, is requesting proposals for food and nonfood items to support a Child and Adult Care Food Program (CACFP) meal service serving approximately 400 children ages 1–18 daily under RFP 2026-017, with proposals due August 4, 2026 at 3:00 PM. A local-vendor preference applies: vendors within the City of Edinburg whose bids fall within 5% of the lowest bid price receive preference under Texas Local Government Code Section 271.9051.
The scope comprises five supply categories — beverages (milk and 100% fruit juice), paper goods (plates, utensils, napkins, cups, lunch bags), food products (proteins, cheese, breads, fruits, vegetables, snacks), janitorial supplies (cleaning products and tools), and nonfood products (food storage bags, aluminum foil, hair nets, gloves, insulated food warmers). All meals must comply with Texas Department of Agriculture standards and CACFP regulations. Bidders must price all five categories for service to 400 children over 20 days per month for 9 months. Daily deliveries are required Monday through Friday before noon, with weekend service possible; supper, dinner, and snack deliveries may be scheduled separately. The program anticipates enrollment growth, increasing meal volumes accordingly.
Evaluation criteria weight cost at 30%, qualifications and experience at 25%, technical approach and program management at 25%, and menu quality and nutritional value at 20%. The City reserves the right to reject any or all proposals.
Questions are due July 24, 2026 at 3:00 PM. Proposals must be submitted electronically through https://procurement.opengov.com/portal/cityofedinburg or hand-delivered to the City Secretary's Office. The awarded contract is subject to review and approval by the Texas Department of Agriculture Food and Nutrition Division before commencement. Insurance requirements apply based on contract value: contracts under $5,000 may be waived; contracts $5,000–$14,999.99 require worker's compensation and general liability; contracts $15,000 or above require comprehensive coverage naming the City as additional insured. Required submittals include proposal, insurance certificate, Conflict of Interest Disclosure, General Questionnaire, Litigation Disclosure Form, HB 89 and Senate Bill 13 and 19 certifications, Non-Collusion Affidavit, and Form 1295 if awarded. Submissions are held for 90 days without obligation.
