About this opportunity
The City of Minneapolis is requesting bids for the upgrade of traffic management systems, intelligent transportation systems (ITS), closed-circuit television (CCTV), and fiber optic cable infrastructure serving the Public Works Department's Traffic & Parking Services division, with bids due November 10, 2026 at 1:00 PM CST and an optional virtual pre-bid meeting on October 28 at 2:00 PM.
The project is located in Hennepin County, Minnesota, and is funded through State Project #SP 141-030-060 and Minnesota Project No CMAQ 2726 (212). This is a federally-funded transportation project subject to Buy America compliance under 49 U.S.C. 5323(j)(1) and 49 CFR Part 661; bidders must submit a Certificate of Compliance or Certificate of Non-Compliance with Buy America requirements.
The scope encompasses all materials, labor, equipment, and incidentals to upgrade 11 traffic control interconnect systems, 89 revised signal systems, and associated infrastructure. The bid form requires pricing on a lump-sum or unit basis for interconnect systems, signal systems, mobilization, 400 trainee hours (priced at $1.00 per hour base rate), traffic control coordination, and turf establishment. Bidders must access detailed project specifications and construction drawings through QuestCDN (eBidDoc #10380097) for a $10 fee. Project completion is required by November 15, 2026.
Prevailing wage requirements apply. Employment goals are 20% female and 32% minority participation. The DBE goal is DBE-Neutral; all bidders must submit DBE documentation within five business days after bid opening, and all DBE firms must be certified with the Minnesota Unified Certification Program on or before the proposal due date.
Contracts exceeding $50,000 must include a Responsible Contractor Verification and Certification of Compliance form with completed Attachment A-1 listing all first-tier subcontractors. A bid deposit equal to 5% of the total proposed bid amount is required as a Bid Bond, certified check, or cashier check, due within three business days of bid close. Performance and Payment Bonds equal to 100% of the total contract amount are mandatory upon award. Contractors employing more than 40 full-time employees in any state must possess a valid Compliance Certificate from the Minnesota Department of Human Rights. Questions are due October 30 at 12:00 PM CST. Bids are submitted electronically through the City's eSupplier Portal.
