About this file

This Office of Civil Rights Goal Memo from MnDOT's Office of Civil Rights establishes employment and training objectives for State Project SP 141-030-060, a traffic management systems upgrade project in Minneapolis, Hennepin County, under the jurisdiction of MnDOT's Metro District. The project encompasses the upgrade of traffic management systems, intelligent transportation systems (ITS), closed-circuit television (CCTV), and fiber optic cable infrastructure along CSAH 152 (Cedar Avenue) and various other Minneapolis locations. The scope includes upgrading 11 traffic control interconnect systems and 89 revised signal systems with associated fiber optic and CCTV infrastructure. The project is scheduled to commence on May 3, 2027, with an estimated completion date of October 31, 2028, spanning 254 working days. The bid due date is November 10, 2026, with a letting date of October 22, 2026. A virtual pre-bid meeting is scheduled for October 28, 2026, and questions from bidders are due October 30, 2026.

The total project cost is $3,252,600.50 with federal funding through the City of Minneapolis and Hennepin County. The project establishes a DBE-Neutral goal with zero percent DBE participation requirement; however, contractors must submit DBE documentation within five business days after bid opening. Employment participation goals are set at 20 percent women and 32 percent people of color. The project requires three on-the-job training (OJT) trainees with 400 total training hours. Prevailing wage requirements apply to all work. Tribal employment preference applies near the Shakopee, Prairie Island, and Mille Lacs communities. A bid deposit equal to 5 percent of the total proposed bid amount is required, and performance and payment bonds equal to 100 percent of the contract amount are mandatory upon award. Contractors employing more than 40 full-time employees in Minnesota must possess a valid Compliance Certificate from the Minnesota Department of Human Rights.
