About this opportunity
The Virginia Department of Social Services is soliciting proposals for employment and training services to Supplemental Nutrition Assistance Program (SNAP) recipients statewide through RFP BEN-25-048, with proposals due October 13, 2026, at 4:00 PM Eastern Time; a pre-proposal conference was held August 31, 2026, and supplier interviews are anticipated for November 16, 2026.
The Commonwealth encourages participation by small businesses, micro businesses, and service-disabled veteran-owned businesses certified by the Virginia Department of Small Business and Supplier Diversity, and SWaM participation percentages proposed become incorporated contract requirements. Eligible applicants include incorporated nonprofits, for-profit organizations, faith-based organizations, and employment services organizations legally authorized to conduct business in Virginia; out-of-state providers may submit proposals for online services. Applicants must register with SAM, obtain a Unique Entity Identifier, and complete State Corporation Commission registration or provide a legal opinion explaining why Virginia contacts do not constitute transacting business.
Services encompass one or more of the following categories: supervised job search, job search training, job retention, work experience, education, vocational training, and mandatory case management for all participants. All services must support movement toward high-wage, high-demand employment meeting or exceeding the Asset Limited Income Constrained Employed (ALICE) standard. The program operates under a 50–50 cost-sharing model requiring suppliers to fund fifty percent of allowable administrative and support service costs with non-federal matching funds from private philanthropic grants or local or municipal sources. Total federal funding available is $9,393,604 from the U.S. Department of Agriculture Food and Nutrition Administration under CFDA Number 10.561.
The contract term is two years initial with potential renewal for up to two additional one-year periods. Pricing is fixed per Exhibit B, with no fee increases permitted during the first twelve months and thereafter limited to the lesser of three percent or annual Consumer Price Index increases. The supplier must maintain Errors and Omissions insurance of $5 million per occurrence and Cyber Security Liability insurance of $5 million per occurrence. All reimbursement is processed exclusively through the Virginia Department of Accounts Remittance Electronic Data Interchange system; checks will not be issued.
Allowable costs include transportation, participant supportive services (excluding childcare), technology (limited to $1,200 per person), training and education, indirect costs, and emergency housing assistance (limited to $1,500 per occurrence, maximum two occurrences per twelve-month period). Proposals are limited to 25 pages and must be submitted electronically through eVA. Questions are due October 6, 2026. Addendum No. 1 clarifies that the RFP does not establish minimum or maximum participant volumes and permits offerors to propose services for defined geographic areas rather than statewide coverage. Cloud security requirements (COV RAMP) documentation is not required with initial proposals and will be determined post-award based on the selected supplier's data handling practices.
