About this file
This is a pre-proposal conference presentation for Request for Proposal BEN-25-048, issued by the Virginia Department of Social Services (VDSS), soliciting competitive proposals for SNAP Employment and Training (E&T) 50-50 reimbursement services. The RFP seeks proposals from eligible entities to provide employment and training services to SNAP recipients, with offerors able to propose one or more service categories including supervised job search, job search training, job retention, work experience, education, vocational training, and case management. A pre-proposal conference was held on August 31, 2026, with Brandon Butler, MBA, Senior Procurement Officer, serving as the single point of contact. The proposal deadline is October 13, 2026, at 4:00 PM Eastern Time, with questions due by October 6, 2026. VDSS anticipates conducting supplier interviews and presentations on November 16, 2026, if elected, and award decisions are to be determined. One or more contracts may be established to support immediate and future program needs.
Eligible applicants include incorporated nonprofit organizations, for-profit organizations, faith-based organizations, and employment services organizations, all of which must demonstrate organizational, financial, and operational capacity. The procurement utilizes a 50-50 reimbursement model requiring suppliers to demonstrate the required non-federal match, with budget and match information submitted through Exhibit B. Proposals must be submitted electronically through eVA only and include the complete proposal narrative, required administrative forms, COV RAMP documentation (if requested during evaluation), cloud terms and conditions, and contract exceptions. VDSS will evaluate proposals based on technical and project approach, service delivery strategy, organizational and implementation capacity, and financial capacity and budget, with evaluation criteria weights to be posted prior to the proposal due date. The RFP was posted on July 29, 2026, with registration closing August 28, 2026.
