About this file

This document is an Exhibit A Requirements questionnaire for RFP #25-048, issued by the Virginia Department of Social Services (VDSS), soliciting proposals from eligible entities to provide employment and training services through the Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) program. The RFP seeks evidence-based, innovative service approaches to support SNAP recipients in achieving career objectives through tailored services aligned with individual interests and wage growth. Suppliers must respond to detailed requirements across multiple categories—including General Security Requirements, Artificial Intelligence compliance, Cloud Requirements, COV Technology Roadmaps, and Other VITA Requirements—by selecting response codes (Y for "Yes," F for "Yes, Future," or N for "No") and providing narrative explanations in designated columns. The requirements encompass compliance with Virginia Information Technology Resource Management (ITRM) Policies and Standards, accessibility standards, energy efficiency guidelines, security policies, and various technology infrastructure standards. The document does not specify response submission dates, award dates, or contract term details within this exhibit.

Suppliers must demonstrate financial capacity to provide 100% non-federal funding for proposed SNAP E&T activities prior to reimbursement under the SNAP E&T 50-50 reimbursement model, whereby reimbursement is limited to 50% of allowable expenditures. Required financial documentation includes audited financial statements, documentation of available funding sources, and signed attestations confirming non-federal origin of funds. Suppliers must establish comprehensive program operations including eligibility verification processes, participant assessments, individualized service plans, case management services, and partnerships with Local Departments of Social Services (LDSS), workforce development organizations, educational institutions, and community-based organizations. Suppliers are required to maintain participant-level cost tracking, provide recurring monthly, quarterly, and annual reports detailing participant enrollment, services provided, outcomes, and program metrics, and submit ad hoc reports within five business days upon request. All records must comply with VDSS documentation requirements, federal SNAP E&T requirements, and applicable data retention and security standards.
