About this file

This Addendum No. 1 modifies the Request for Proposals (RFP) BEN-25-048 issued by the Virginia Department of Social Services (VDSS) for the SNAP Employment and Training (SNAP E&T) 50-50 Reimbursement Program. The solicitation seeks proposals from eligible organizations to provide employment and training services to eligible SNAP recipients throughout the Commonwealth of Virginia. Services may include job placement, training, education, supportive services, and other career development assistance tailored to individual participant needs. The optional pre-proposal conference is scheduled for August 31, 2026, from 11:00 AM to 12:00 PM Eastern Time, with proposals due October 13, 2026, at 4:00 PM ET. The RFP does not establish minimum or maximum participant volumes, and offerors may propose services for defined geographic service areas rather than statewide coverage. Offerors must acknowledge receipt of this addendum prior to the proposal due date or attach the signed acknowledgment to their proposal submission. The resulting contract will require suppliers to maintain participant case files, verify SNAP eligibility, provide required reporting, and comply with applicable federal and state SNAP E&T program requirements.

The program operates under a 50-50 cost-sharing model requiring suppliers to demonstrate non-federal matching funds equal to 50 percent of allowable federal expenditures. Acceptable match sources include private philanthropic grants and local or municipal funds that are non-federal in origin and properly documented in the budget exhibit. Allowable costs include transportation, participant supportive services (excluding childcare), technology (limited to $1,200 per person), training and education, indirect costs, and emergency housing assistance (limited to $1,500 per occurrence, maximum two occurrences per 12-month period). The RFP permits alliances among suppliers, including partnerships with county or local agencies. Offerors located outside Virginia may submit proposals for online services provided they are legally authorized to conduct business in the Commonwealth and meet all eligibility requirements. Cloud security requirements (COV RAMP) documentation is not required with initial proposals and will be determined post-award based on the selected supplier's data handling practices. Payment will be made for properly documented and approved allowable expenditures in accordance with the contract and Commonwealth payment requirements.

1. Cloud Terms and Conditions - Initial Proposal Requirement. Reference RFP Section 5 - Proposal Format, Item 11, Exhibit E: Cloud Terms and Conditions (RFP pp. 23-24), and Section 11.B - Cloud Terms and Conditions (RFP pp. 30-31). Delete the requirement that Offerors return Exhibit E or submit proposed exceptions/redlines to Exhibit E with the initial proposal. Exhibit E is provided for reference and advance notice only at the initial-proposal stage. Offerors are NOT required to return Exhibit E, redline Exhibit E, or submit Cloud Terms exceptions with the initial proposal. Following selection/evaluation, VDSS/VITA will determine COV RAMP applicability based on the selected Supplier's proposed solution and handling of Commonwealth data. If applicable, VDSS/VITA will request the required COV RAMP documentation and address Exhibit E - Cloud Terms and Conditions with the selected Supplier. This Addendum supersedes the conflicting initial-proposal instructions in Section 5, Item 11 and Section 11.B.

Addendum No.1

Question and Answer No. 1

1. Reference: RFP pp. 14-16, Sections 4.H-4. K; RFP pp. 17-24, Section 5 - Proposal Format.

Question: Can VDSS confirm which components are included in the 25-page proposal limit? Are Need for Project, Description of Staff and Responsibilities, Program Goals and Objectives, and Evaluation included, or should they be submitted separately?

Answer: The sections titled Need for Project, Description of Staff and Responsibilities, Program Goals and Objectives, and Evaluation are part of the Proposal Narrative and are included within the 25-page proposal limit. Separately required forms, exhibits, appendices, and attachments identified in Section 5 are submitted in accordance with their individual instructions and are not part of the narrative page limit.

2. Reference: RFP pp. 21-24, Section 5, Items 5a, 5b and 11; RFP pp. 30-31, Section 11.A-B Question: Please clarify what Offerors are required to submit with the initial proposal for COV RAMP, including Exhibit M, Exhibit M-2, Appendix D, Appendix D-1, and Exhibit E.

Answer: Offerors should not submit the completed Exhibit M – COV RAMP Security Questionnaire or signed Exhibit M-2 – COV RAMP Nondisclosure Agreement with the initial proposal. Appendix D – COV RAMP Assessment and Appendix D-1 – COV RAMP Guidance and Requirements are provided for reference and advance visibility. Offerors are also not required to return or redline Exhibit E – Cloud Terms and Conditions with the initial proposal. Following selection, VDSS/VITA will determine COV RAMP applicability and request the applicable documentation from the selected Supplier, if required.

3. Reference: Exhibit N - Service Levels and Remedies Question: Please clarify the requirement regarding notification of changes to key personnel.

Answer: Supplier shall notify VDSS in writing within ten (10) business days of any change to key personnel responsible for implementation, contract management, or program oversight. Failure to meet this requirement is subject to a $1,000 credit per occurrence under the applicable Service Level Agreement.

4. Reference: RFP p. 8, Section 2.C - Cost Sharing or Matching Requirements; Exhibit B - Budget (P5 - Match) Question: Can VDSS clarify the precise definition of acceptable non-federal funding sources for the 50% match? Are private philanthropic grants or local municipal funds fully acceptable as the matching mechanism?

Answer: Yes, qualifying private philanthropic funds and local or municipal funds may be used as match when they are non-federal, allowable, and properly documented. The Supplier must demonstrate the required non-federal match through Exhibit B - Budget, including the P5 - Match documentation. Funds that are federal in origin are not treated as non-federal match unless specific federal authority permits their use as match.

5. Reference: RFP pp. 8-10, Sections 2.D and 2.F; Exhibit B - Budget Question: Is there still a $3,000 reimbursement limit for training?

Answer: No $3,000 training reimbursement limit is established in RFP BEN-25-048. Training and education costs must be allowable, reasonable, necessary, directly related to SNAP E&T participation, and supported

Addendum No.1 in the approved budget. Any specific cost limitation stated elsewhere in the RFP, Exhibit B, or applicable program guidance remains controlling.

6. Reference: RFP pp. 7-10, Section 2.F - Scope of Work / Records Management Question: Will VDSS and local social services departments directly refer SNAP recipients to the vendor, or is the contractor entirely responsible for marketing, recruiting, and verifying a participant’s active SNAP status?

Answer: The RFP provides that participants may begin services through engagement with an LDSS and be referred to a provider when services align with the participant’s interests and needs, or participants may be recruited directly into provider programs. Providers are required to maintain case files that include SNAP eligibility verification.

7. Reference: RFP pp. 7-10, Section 2.F - Scope of Work Question: Given shifting federal work requirements and age limits, are there specific regional target quotas or priority processing metrics vendors must meet for Able-Bodied Adults Without Dependents (ABAWDs)?

Answer: No. RFP BEN-25-048 does not establish regional ABAWD quotas or separate priority-processing metrics for Suppliers. Suppliers must serve eligible SNAP E&T participants in accordance with the approved scope, applicable participant work requirements, and the performance requirements of the resulting contract.

8. Reference: RFP pp. 14-15, Section 4.G - Proposal Content / Description of Proposed Services Question: Are vendors able to concentrate on serving specific areas, for example Hampton Roads?

Answer: The RFP requires Offerors to identify the geographic boundaries of their proposed service delivery and the target population to be served. The solicitation does not require every Offeror to provide services statewide. Offerors may propose services for a defined geographic service area, subject to VDSS evaluation and award.

9. Reference: RFP pp. 7-10, Sections 2.B and 2.F - Eligibility / Scope of Work Question: Are individuals receiving both SNAP and TANF eligible to be counted under the service metrics for this contract, or are they strictly excluded?

Answer: To receive SNAP E&T 50-50 services, an individual must be an eligible SNAP E&T participant, and the services and costs must meet applicable SNAP E&T requirements. An individual may be TANF eligible; however, an individual actively receiving TANF benefits is not eligible to receive SNAP E&T services under this program.

10. Reference: RFP pp. 9-10, Section 2.F - Supportive Services / Participant Reimbursements Question: What are the limits, caps, or pre-approval requirements for supportive services such as gas cards, bus passes, childcare, or tools/uniforms?

Answer: The RFP allows supportive services that are reasonably necessary and directly related to participation in SNAP E&T and provides for 50% reimbursement of allowable expenses. Examples include transportation such as gas cards/vouchers, bus tickets, rideshare, and minor car repairs; clothing; uniforms;

work shoes; an initial set of tools or equipment; certain medical services; educational items; technology; and other identified supports. Virginia SNAP E&T funds cannot be used to pay for childcare; participants needing childcare should be referred to LDSS. Specific limits apply to certain supportive services. Emergency

Addendum No.1 housing and utility assistance is limited to $1,500 per occurrence, no more than two occurrences within a 12-month period. Technology expenses, including broadband, laptops, and tablets, are limited to $1,200 per person.

11. Reference: RFP p. 10, Section 2.F - Records Management; Exhibit A; Exhibit H Question: Will the selected contractor be required to enter client data directly into Virginia’s centralized state tracking system, or may the contractor use its own case-management software and upload aggregate reports?

Answer: The RFP does not require Suppliers to enter participant data directly into a VDSS centralized tracking system. RFP page 10 permits case files to be maintained in paper, electronic, or hybrid format consistent with the Supplier's operational standards, provided all required documentation is maintained.

Suppliers must also comply with the detailed reporting and operational requirements in Exhibit A and Exhibit H.

12. Reference: RFP p. 10, Section 2.G - Business Objectives / Desired Future State; RFP pp. 25-26, Section 6.C - Evaluation Criteria Question: Beyond program completion, what specific post-program milestones carry the most weight in evaluation, such as 90-day job retention, wage growth tiers, or attainment of industry-recognized credentials?

Answer: No single post-program outcome is assigned greater weight by the RFP. The stated desired outcomes include increased job placement, increased job retention, higher entry-level wages, increased credentialing, wage gains with advancement over time, reduction in poverty, and increased economic stability. Evaluation will be conducted under the evaluation criteria in Section 6; Offerors should address the outcomes applicable to their proposed services.

13. Reference: RFP pp. 14-15, Section 4.G - Description of Proposed Services Question: While the RFP covers the Commonwealth, are there specific high-priority local departments of social services, such as Henrico or specific rural zones, where VDSS prefers services to be physically located?

Answer: No. The RFP does not designate Henrico, rural areas, or any other LDSS jurisdiction as a preferred or higher-priority service area. Offerors must identify the geographic boundaries of the services they propose to provide, and proposals may cover a defined service area rather than the entire Commonwealth.

14. Reference: RFP p. 5, Sections 1.E-1.F - Supplier Questions and Answers / Amendments Question: Will VDSS publish an official addendum containing all verbal questions and answers raised during the Pre-Proposal Conference?

Answer: Yes. Questions may be addressed during the Pre-Proposal Conference; however, official responses will be issued in writing through the solicitation Questions and Answers/Addendum posted in eVA. No verbal response or discussion during the conference modifies the RFP unless issued in writing by VDSS.

Addendum No.1

15. Reference: RFP pp. 7-10, Sections 2.B and 2.F - Eligibility / Scope of Work Question: Does Arlington County accept SNAP E&T providers exclusively through the statewide VDSS RFP process?

Answer: RFP BEN-25-048 is the VDSS competitive procurement for eligible non-state/non-local organizations seeking award under this solicitation. The RFP does not establish a separate Arlington County application process under BEN-25-048.

16. Reference: RFP p. 5, Section 1.G - Timetable; RFP pp. 7-10, Sections 2.B and 2.F Question: Does Arlington County have any supplemental onboarding windows or locality-specific deadlines outside of the statewide VDSS procurement cycle?

Answer: No Arlington County-specific supplemental onboarding window or locality-specific deadline is established in RFP BEN-25-048. The procurement dates applicable to this solicitation are those in Section 1.G and any written amendment issued through eVA.

17. Reference: RFP p. 5, Section 1.G - Timetable Question: What is the next available opportunity for new providers to be considered for participation in the SNAP E&T 50-50 Program?

Answer: The current opportunity is RFP BEN-25-048, with proposals due October 13, 2026, at 4:00 PM Eastern. The RFP does not establish a separate future provider application or onboarding cycle.

18. Reference: RFP p. 10, Section 2.F - Records Management; Pre-Proposal Conference clarification Question: Is there a statewide data management system in place to verify participant eligibility for SNAP E&T, or will a process need to be developed for each county/locality where a Third-Party Provider plans to serve participants?

Answer: VDSS has a statewide data management system used for SNAP eligibility verification; however, third-party providers will not have direct access to that system. VDSS advised during the Pre-Proposal Conference that a verification process is in place and that providers will be trained on the applicable local-level verification process during onboarding. Suppliers must maintain SNAP eligibility verification in each participant case file as required by RFP page 10.

19. Reference: RFP p. 5, Sections 1.D-1.F - Pre-Proposal Conference / Questions and Answers / Amendments Question: Will VDSS provide the recording, slide deck/presentation materials, or notes from the August 31, 2026, Optional Pre-Proposal Conference?

Answer: VDSS will post the slide deck used during the August 31, 2026, Optional Pre-Proposal Conference with these Questions and Answers/Addendum in eVA so that all interested Offerors have access to the same materials. The Microsoft Teams recording will not be distributed. VDSS will not distribute informal meeting notes or the raw meeting transcript. Official responses to questions and clarifications from the conference are contained in this written Questions and Answers/Addendum. Offerors must rely on the RFP and any written Addenda/Questions and Answers issued by VDSS through eVA for official solicitation requirements.

Addendum No.1

20. Reference: RFP p. 4, Section 1.A - Alliances among Suppliers; RFP p. 8, Section 2.B-C Question: If a nonprofit organization is the applicant, may it partner with a county/local agency in its proposal, including a county/local agency that can leverage non-federal funds for the project?

Answer: Yes. Section 1.A expressly permits alliances among Suppliers. An eligible applicant may therefore propose a partnership arrangement, including coordination with a county/local agency, provided the Offeror remains eligible under Section 2.B, clearly identifies the proposed arrangement, and all funds claimed as match satisfy the non-federal match requirements in Section 2.C and Exhibit B.

21. Reference: RFP pp. 8-10, Sections 2.D and 2.F; RFP p. 31, Section 9 - Pricing Information / Exhibit B Question: Are indirect costs, transportation, participant supports, technology, training, and evaluation allowable costs under the SNAP E&T 50-50 reimbursement program?

Answer: Yes, subject to the applicable cost rules. The RFP permits allowable program costs including transportation, participant supportive services, technology, and education/training costs that are reasonably necessary and directly related to SNAP E&T participation. Indirect costs may also be included in Exhibit B in accordance with the RFP's indirect-cost instructions. Childcare is specifically not reimbursable with Virginia SNAP E&T funds. All costs remain subject to the funding restrictions in Section 2.D, the approved budget, and applicable federal/state program requirements.

22. Reference: RFP pp. 9-10, Section 2.F - Other Allowable Reimbursements / Housing Assistance Question: Are rental or utility assistance payments allowable while individuals are completing a training program or internship? If so, are there monetary or time limitations?

Answer: Yes. RFP page 9 identifies housing assistance, including rent or utilities, as an allowable reimbursement for emergencies only and on a case-by-case basis. Such costs must be reasonably necessary and directly related to SNAP E&T participation and are reimbursed under the 50-50 model. Any additional program limitation communicated by VDSS must be followed.

23. Reference: RFP pp. 7-10, Section 2.F - Scope of Work; Pre-Proposal Conference clarification Question: How many SNAP E&T 50-50 participants are expected to be served by each awarded Supplier?

Are there a minimum or maximum number of participants?

Answer: There is no minimum or maximum number of participants established by the RFP. During the Pre- Proposal Conference, VDSS confirmed that proposed participant volume should be reasonable and supportable based on the Offeror's organizational capacity and proposed service model.

24. Reference: RFP pp. 7-10, Section 2.F - Scope of Work; Pre-Proposal Conference clarification Question: Are there minimum or maximum requirements regarding the number of participants served, service locations, or required service hours?

Answer: There is no minimum or maximum number of participants or service locations established by the RFP. Required participation/service hours depend on the individual participant's applicable SNAP E&T/work-requirement status. Offerors should propose a realistic service area and delivery model consistent with Section 2.F and the population they intend to serve.

Addendum No.1

25. Reference: RFP p. 8, Section 2.C - Cost Sharing or Matching Requirements; Exhibit B - Budget (P5 - Match) Question: If an organization receives a grant from a non-federal source, such as a state or county agency, but the original source of those funds is a federal agency, can those funds be used as the non-federal match for SNAP E&T 50-50 reimbursement?

Answer: No, not automatically. The required match must be non-federal. If funds originated from a federal award, the Offeror must establish that the governing federal authority specifically permits those funds to be used as match; otherwise, they may not be counted as the required non-federal match. The source and allowability of match funds must be documented in Exhibit B, including P5 - Match.

26. Reference: RFP pp. 9-10, Section 2.F - Housing Assistance / Participant Reimbursements; Pre-Proposal Conference clarification Question: Regarding the $1,500 rental/utility assistance limit discussed during the conference, is $1,500 the maximum amount eligible for 50-50 reimbursement, or is $1,500 the maximum total expenditure, resulting in a maximum federal reimbursement of $750? Can VDSS also provide the referenced guidance/document?

Answer: The $1,500 amount discussed during the Pre-Proposal Conference refers to the total allowable housing-assistance expenditure in the example, not a $1,500 federal reimbursement. Under the 50-50 reimbursement model, a $1,500 allowable expense would result in a maximum federal reimbursement of $750, with the remaining $750 supported by the required non-federal share. RFP page 9 identifies rent/utilities as emergency, case-by-case housing assistance.

27. Reference: RFP pp. 30-31, Section 11 - COV RAMP Security Questionnaire and Cloud Terms and Conditions Question: If a Supplier uses an established third-party or fourth-party virtual learning/LMS platform to host training courses, do the COV RAMP forms and Cloud Requirements apply to that platform, or are those requirements limited to cloud platforms hosted directly by the Supplier?

Answer: COV RAMP applicability is based on the proposed cloud service and how Commonwealth data is accessed, transmitted, stored, hosted, or protected, including services provided through third-party or fourth-party platforms. The fact that an LMS or SaaS platform is operated by another provider does not, by itself, remove it from review. VDSS/VITA will determine the applicable COV RAMP requirements based on the selected Supplier's actual solution and data flow. No COV RAMP forms or Cloud Terms redlines are required with the initial proposal under Addendum No. 1.

28. Reference: RFP pp. 30-31, Section 11 - COV RAMP Security Questionnaire and Cloud Terms and Conditions Question: If a Supplier uses an LMS or other cloud-based platform to provide training but the platform does not collect, store, transmit, or otherwise access participant PII, would the COV RAMP requirements apply?

Answer: If the LMS/cloud platform does not collect, store, transmit, or otherwise access Commonwealth data or participant PII, that fact is relevant to the COV RAMP applicability determination. VDSS/VITA will make the final applicability determination based on the selected Supplier's actual architecture and data flow.

Regardless, Offerors are not required to submit COV RAMP forms or Exhibit E redlines with the initial proposal under Addendum No. 1.

Addendum No.1

29. Reference: RFP pp. 7-10, Sections 2.B and 2.F - Eligibility / Scope of Work Question: Are young adults who are members of a SNAP household eligible to receive SNAP E&T 50-50 services? For example, could a 17-year-old household member who plans to work after high school graduation, or an older young adult living in the household, participate?

Answer: Membership in a SNAP household alone does not automatically establish SNAP E&T eligibility.

The individual must independently meet the applicable SNAP E&T eligibility requirements. Eligibility verification will occur through the VDSS/local verification process, and the Supplier must maintain SNAP eligibility verification in the participant case file.

30. Reference: RFP p. 8, Sections 2.B-2.C - Eligibility / Cost Sharing or Matching Requirements Question: If an organization currently has VDSS employment-services contracts funded primarily through TANF, including a contract supported by appropriated state funds, may the organization leverage eligible non-federal funding to expand those existing services and serve additional participants through SNAP E&T 50-50, assuming the participants meet SNAP E&T eligibility requirements and the funds used as match are allowable non-federal funds?

Answer: Existing TANF-funded services may be leveraged only to the extent that the proposed SNAP E&T services are provided to eligible SNAP E&T participants and the funds used for the required match are allowable non-federal funds. Federal TANF funds cannot be counted as the required non-federal match unless specific federal authority permits their use as match. The Offeror must document the proposed non-federal match in Exhibit B, including P5 - Match.

31. Reference: RFP p. 4, Section 1.A - Supplier/Offeror definition; RFP pp. 7-8, Section 2.B - Eligibility Information; RFP p. 11, Section 4.B.4 - Authorization to Transact Business Question: Are organizations located outside of Virginia eligible to submit a proposal under RFP BEN-25- 048 to provide online education and/or training services to eligible Virginia SNAP E&T participants?

Answer: Yes. The RFP does not require an Offeror to be physically located in Virginia. Section 1.A defines a Supplier/Offeror as any entity that submits a proposal, and Section 2.B identifies the eligible organization types. An out-of-state organization may submit a proposal, including for online education/training services, provided it is an eligible organization, is legally authorized to conduct business in the Commonwealth as applicable, satisfies all RFP submission and registration requirements, and proposes services for eligible residents of the Commonwealth of Virginia.

32. Reference: RFP Section 4 - Proposal Content; Section 5 - Proposal Format; Exhibit B - Budget Question: If an Offeror intends to use external partners or consultants to fulfill key personnel roles, such as Program Director, Program Manager, or Vocational Instructor/Counselor, must those individuals or entities be identified as subcontractors and complete all applicable subcontractor documentation as part of the proposal? Alternatively, may their costs be included as personnel or contractual expenses within the proposed budget? Please clarify how VDSS expects these arrangements to be classified and documented.

Answer: Offerors must accurately identify the individuals and entities that will perform the proposed services and classify associated costs appropriately in the proposal and Exhibit B - Budget. An external organization or independent contractor performing a portion of the contractual services on behalf of the Supplier should be identified as a subcontractor, as applicable, and the Offeror must provide the subcontractor information

Addendum No.1 required by the RFP. Individuals who are employees of the Offeror may be identified as personnel. Costs must be categorized in the budget consistent with the actual relationship and proposed services.

33. Reference: RFP Section 2 - Statement of Needs / Eligibility Question: Is VDSS able to provide the current or most recently available number of SNAP participants associated with the Nansemond Indian Nation in the Hampton Roads region who may be eligible for SNAP E&T services under this solicitation?

Answer: VDSS does not establish a specific participation estimate or guaranteed number of eligible SNAP E&T participants associated with the Nansemond Indian Nation under this RFP. Offerors should develop their proposed service model and participant projections based on the population and geographic service area they propose to serve. Actual participation will depend on individual SNAP E&T eligibility and enrollment.

34. Reference: RFP Section 2.C - Cost Sharing or Matching Requirements Question: If an awarded Supplier serves eligible SNAP E&T participants who are members of an Indian Tribal Organization (ITO), including the Nansemond Indian Nation, would those expenditures remain subject to the 50/50 reimbursement structure under this solicitation, or would a different federal/non-federal reimbursement structure apply? If a different reimbursement structure applies, please clarify the applicable eligibility and documentation requirements.

Answer: The reimbursement structure established under RFP BEN-25-048 is the SNAP E&T 50-50 reimbursement model. Offerors should prepare their proposals and budgets based on the reimbursement structure established in the RFP. Any different federal reimbursement methodology applicable to services involving an Indian Tribal Organization would require VDSS confirmation of the applicable federal program requirements and would not apply under this solicitation unless expressly authorized by VDSS.

35. Reference: RFP Section 2.C - Cost Sharing or Matching Requirements; Exhibit B - Budget Question: May the required non-federal share under the 50/50 reimbursement model include allowable in-kind contributions, donated services, donated space, or other non-cash resources? Additionally, may operating expenses, such as office rental costs, count toward the non-federal share when actually incurred and properly documented? Please clarify the types of cash and in-kind contributions that are allowable and how they must be valued and documented.

Answer: Allowable non-federal contributions used to satisfy the required match must comply with applicable SNAP E&T requirements and must be properly documented in Exhibit B - Budget. Costs used as match must be allowable, necessary, reasonable, and attributable to the SNAP E&T services being provided.

The allowability and valuation of in-kind contributions, donated services, donated space, and other non-cash resources must comply with applicable SNAP E&T program and federal cost requirements. Operating expenses may only be included to the extent they are allowable, properly allocated to the SNAP E&T program, actually incurred or otherwise allowable under applicable requirements, and adequately documented.

36. Reference: RFP Section 2.F - Scope of Work / Records Management Question: Please clarify the participant referral and enrollment process between VDSS/local departments of social services and awarded SNAP E&T Suppliers. Once an individual is determined eligible for SNAP, how are potentially eligible SNAP E&T participants identified and referred to a Supplier? Are Suppliers expected

Addendum No.1 to conduct their own outreach and recruitment, and what role does VDSS or the local DSS play in confirming SNAP E&T eligibility and authorizing enrollment before services are provided?

Answer: Participants may begin services through engagement with a local department of social services (LDSS) and be referred to a provider when the provider's services align with the participant's interests and needs, or participants may be recruited directly into provider programs. Third-party providers will not have direct access to the VDSS statewide SNAP eligibility system. VDSS has an eligibility-verification process in place, and awarded Suppliers will be trained on the applicable local-level verification process during onboarding. Suppliers are responsible for maintaining required SNAP eligibility verification in each participant case file.

37. Reference: RFP Section 9 - Pricing Information; Exhibit B - Budget Question: If awarded a contract, are invoices submitted monthly? Once an invoice is submitted, what is the expected timeframe for payment/reimbursement by the Commonwealth for services provided?

Answer: Suppliers shall submit invoices and supporting documentation in accordance with the invoicing and reimbursement requirements of the resulting Contract. Payment will be made for properly documented and approved allowable expenditures in accordance with the Contract and applicable Commonwealth payment requirements. The Supplier should not assume reimbursement until the required invoice and supporting documentation have been reviewed and approved by VDSS.

Note: All other terms and conditions of RFP BEN-25-048 remain unchanged unless expressly modified by this Addendum.

Very truly yours, Brandon Butler, MBA Senior Procurement Officer Brandon.Butler@dss.virginia.gov
