About this opportunity

The State of Utah Division of State Parks, conducting procurement through the State of Utah Division of Purchasing, is requesting proposals for adaptive mobility devices under RFP AS27-1, with proposals due July 31, 2026. The RFP will result in multiple contract awards—one per lot—determined by highest score for each line item, with no set-asides or preference programs applicable.

The procurement is divided into three lots: Lot 1 (self-propelled manual devices), Lot 2 (electric/track chairs), and Lot 3 (assisted mobility devices). Vendors may bid on one, two, or all three lots. Equipment must be commercial-grade, all-terrain devices capable of safely navigating sand, loose gravel, rocks, mud, and snow for outdoor recreation access. Mandatory minimum requirements include a complete technical response with equipment catalog and specifications, warranty extension statements, closed-captioned demonstration videos, written user guides, and preventative maintenance schedules. If post-award on-site services are performed on Division property, vendors must carry Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $3 million aggregate. Workers' compensation insurance is required with minimum coverage of $1 million per person per occurrence and $3 million aggregate. All deliverables are F.O.B. Destination Freight Prepaid and Allowed. E-Verify compliance and non-debarment certification are mandatory.

The contract term is five years, with vendor pricing guaranteed for one year; discounts negotiated for the remaining four years. Technical evaluation accounts for 700 of 1,000 total points, divided across Equipment Capability and Safety (350 points), Durability and Extended Warranty (175 points), and Support, Training, and Materials (175 points). Cost evaluation is worth 300 points and scored separately using a formula based on lowest proposed MSRP and guaranteed minimum catalog discount percentage. A minimum threshold of 420 technical points (60 percent) is required to advance to cost evaluation. Technical and administrative inquiries are due July 23, 2026, submitted electronically through the U3P state procurement platform.
