About this file

This is a Scope of Work attachment for a Request for Proposals issued by the State of Utah Division of State Parks to establish a 5-year contract for adaptive mobility devices designed to expand outdoor recreation access for individuals of all abilities. The solicitation seeks commercial-grade, all-terrain equipment capable of safely navigating sand, loose gravel, rocks, mud, and snow. The RFP is divided into three award categories (Lots): Lot 1 for self-propelled manual devices, Lot 2 for electric/track chairs, and Lot 3 for assisted mobility devices. Vendors may submit proposals for one, two, or all three lots, with one contract to be awarded per lot to the highest-scoring responsive vendor. The solicitation timeline requires all technical and administrative inquiries to be submitted electronically through the U3P state procurement platform no later than thirteen calendar days after the initial posting date, with proposals closing exactly twenty-one calendar days after posting. Post-award demonstrations may be requested by individual state parks for cataloged equipment, though such demonstrations do not guarantee purchase commitments.

The evaluation methodology employs a "Best Value" standard balancing cost-effectiveness with technical factors including terrain capability, safety features, equipment durability, and manufacturer warranties. Technical proposals account for 700 of the 1,000 total points available, while cost proposals are evaluated separately for the remaining 300 points. Vendors must meet mandatory minimum requirements including submission of a complete technical response with equipment catalog and specifications, warranty extension statements, and required support materials such as instructional videos, written user guides, and maintenance schedules. Insurance requirements apply only if post-award on-site services are performed on Division property, requiring Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate. All requested contract exceptions or redlines must be submitted as separately labeled documents within the initial proposal in accordance with Utah Administrative Code.

ADAPTIVE MOBILITY DEVICES FOR UTAH STATE PARKS

ATTACHMENT B: SCOPE OF WORK

Request for Proposals - Summer 2026

1. PURPOSE OF THE RFP

The State of Utah, Division of State Parks, is issuing this Agency-Specific Request for Proposals (RFP) to establish a 5-year contract to expand outdoor recreation access for individuals of all abilities. The Division is seeking proposals from qualified vendors to provide a comprehensive portfolio of commercial-grade, all-terrain adaptive mobility equipment engineered to safely navigate difficult natural surfaces including sand, loose gravel, rocks, mud, and snow.

In accordance with Utah Code § 63G-6a-707, this solicitation will be evaluated using the "Best Value" standard, balancing cost-effectiveness alongside technical factors like terrain capability, safety features, equipment durability, and manufacturer warranties.

To accommodate diverse user needs, this procurement is divided into three categories, with the intent to award one (1) contract per Lot to the highest-scoring responsive vendor: Lot 1 (Self-Propelled Manual Devices), Lot 2 (Electric/Track Chairs), and Lot 3 (Assisted Mobility Devices). Vendors may bid on one, two, or all three Lots. Detailed specifications and benchmark models are outlined in Section 5 below.

2. SOLICITATION TIMELINE AND CONTACT

2.1 Timeline Constraints

This Request for Proposals will be posted for a period of twenty-one (21) calendar days. The solicitation will adhere to the following strict timeline:

· Question and Answer Deadline: All technical and administrative inquiries must be submitted electronically through the U3P state procurement platform no later than thirteen (13) calendar days after the initial posting date.

· Closing Deadline: The solicitation will formally close and submissions will be locked exactly twenty-one (21) calendar days after the initial posting date.

2.2 Sole Point of Contact

From the issuance date of this RFP until a contract is formally awarded, all inquiries must be posted in the Q&A section of the RFP. Vendors are strictly prohibited from contacting Division staff, park managers, or evaluation committee members regarding this solicitation. Unauthorized contact may result in immediate disqualification.

3. CONTRACTUAL TERMS & CONDITIONS

3.1 Standard Terms and Exceptions

The final contract will incorporate the State of Utah Standard Terms and Conditions for Goods, included as Attachment A. Pursuant to Utah Admin Code R33-7-104, any requested line-item exceptions or redlines must be submitted as a separate, clearly labeled document within the vendor's initial proposal.

3.2 On-Site Service & Insurance Requirements

Insurance is not required for standard purchase or direct freight delivery. However, if a Contractor performs post-award on-site services on Division property (including equipment demonstrations, maintenance, field repairs, or staff training), the Contractor must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate. A Certificate of Insurance (COI) must be provided prior to commencing on-site work.

3.3 Mandatory Minimum Requirements (PASS/FAIL)

Pursuant to Utah Code § 63G-6a-704, the Division will conduct an initial review to ensure responsiveness. Vendors must provide confirmation or supporting documentation for each of the following criteria. Failure to meet any requirement will result in immediate disqualification:

· Attachment B Compliance: Proposed all-terrain mobility devices meet or exceed all minimum specifications and classifications outlined in Section 5 of this RFP (technical, performance, and safety requirements).

· Technical Response: Did the vendor upload their technical response to Attachment D?

· Cost Sheet: Did the vendor complete and upload their Attachment C Cost Sheet?

4. TECHNICAL CRITERIA & SCORED ITEMS

Technical proposals will be evaluated by a scoring committee based on the criteria outlined in Attachment D: Technical Evaluation Rubric. To be evaluated for a contract award, Vendors must submit a Technical Proposal addressing the requirements below. Technical items account for 700 of the 1,000 total points available. Cost items are evaluated separately via Attachment C: Cost Proposal (300 points). See Attachment D for more details.

· Full Equipment Catalog & Specifications: A complete, current MSRP catalog of all available models, accessories, and replacement parts.

· Warranty Extension Statement: Vendors must outline their standard warranty terms. The state baseline requirement is one (1) year on parts and labor. Vendors providing extended warranties beyond the 1-year minimum will receive higher technical scores during evaluation.

· Support & Training Materials: The mandatory instructional safety video, written user guides, and preventative maintenance schedules as detailed in Section 7.

5. EQUIPMENT CLASSIFICATIONS (LOTS)

The Division intends to award one (1) contract per Lot to the highest-scoring responsive vendor for that category. Vendors may bid on one, two, or all three Lots.

If specific brand models are referenced below as a benchmark for popularity and utility, they are included to establish a baseline standard of quality. Submissions of comparable (equivalent) or better models from alternate manufacturers are fully accepted and encouraged.
