About this file

This is a Technical Evaluation Rubric for an Adaptive Mobility Devices Request for Proposals issued by the State of Utah Division of Purchasing and conducted by the State of Utah Division of State Parks. The RFP seeks to establish multiple contract awards for mobility devices designed to meet the rugged demands of state park trail environments. The solicitation will result in the highest-scoring vendor(s) receiving contract awards for each line item, with a contract term of five years. The technical evaluation is structured in Stage 1, with only proposals meeting all mandatory minimum requirements advancing to evaluation. Proposals must demonstrate responsiveness through point-by-point replies supported by documentation, references, and examples.

The technical evaluation rubric allocates 700 total points across three criteria categories: Equipment Capability and Safety (350 points), which evaluates how baseline models and catalog offerings meet rugged trail demands including tracks, safety harnesses, and balloon tires; Durability and Extended Warranty (175 points), assessing frame and material durability with a baseline one-year warranty requirement, with higher scores for extended parts and labor warranties; and Support, Training, and Materials (175 points), reviewing the quality of mandatory closed-captioned demonstration videos, visitor user guides, preventative maintenance schedules, and customer support availability. A minimum threshold of 420 points (60 percent) is required to pass technical evaluation. Vendors must guarantee pricing for one year, with discount pricing applicable for the full contract term.
