Work scope encompasses replacement of large and medium voltage transformers, two switchgear line-ups and IPA enclosures, 13.8 kV and 4.16 kV switchgear with associated electrical protection systems and SCADA data transmission to the Parkway WRRF system, new backup battery systems, underground feeders and cables, new electrical manholes, HVAC systems for both switchgear enclosures, structural foundations, new paving, stormwater control devices, and temporary power. The contract is structured as lump-sum with contingent items at fixed unit prices. All work requires coordination with PEPCO for electrical outages, with multiple phased shutdowns ranging from two hours to three days. The contractor must submit a Critical Path Method schedule using Oracle Primavera P6 Professional R16, comprehensive shop drawings and product data subject to Engineer review before fabrication, and pre- and post-construction photographic and video documentation.
The work is subject to prevailing wage requirements and Maryland Little Miller Act conditions, including 5 percent retainage and performance bonding. A pre-bid meeting and site visit are scheduled for June 10, 2026 at 11:00 a.m. and 12:00 p.m. respectively at the facility; questions are due June 24, 2026. All workers must be paid prevailing wages established for the jurisdiction.
