About this file
Summary
This is a bid-ready engineering and construction specification document issued by the Washington Suburban Sanitary Commission (WSSC) for Project No. CP6901A20, titled "Anacostia II WWPS Electrical Upgrades," located at 1700 Andalusia Lane, Capitol Heights, Maryland 20743. The project consists of the demolition and replacement of the Anacostia II Electrical substation, including transformers, medium voltage switchgear, cable and duct banks, control wiring, and mimic panel. The work requires phased construction to maintain continuous electrical power to the pumping station. Responses must be submitted via WSSC's eProcurement Portal by 2:00 PM on Wednesday, July 22, 2026, with work scheduled to begin following the Notice to Proceed. The project involves complex coordination with PEPCO for electrical outages, with multiple phased shutdowns of varying durations—ranging from 2 hours to 3 days—coordinated through a detailed construction phasing schedule. The contractor must prepare a Critical Path Method (CPM) construction schedule using Oracle's Primavera P6 Professional R16, submit comprehensive shop drawings and product data, and prepare detailed operation and maintenance manuals for all equipment and systems.
The contract is structured as a lump sum project with contingent items payable at fixed unit prices as directed by the Engineer. The contractor is responsible for all mobilization and demobilization costs, site preparation, temporary facilities, erosion and sediment control, and coordination with existing utilities. The WSSC observes a five-day work week (Monday through Friday, 8 hours per day) with specified holidays, though contractors may request authorization to work extended hours at established overtime rates (ranging from $190 to $225 per hour for Commission personnel). All submittals must be made electronically via e-Builder, with shop drawings, product data, and working drawings subject to Engineer review and approval before fabrication or installation. The contract requires submission of pre-construction and post-construction video and photographic documentation, and the contractor must maintain a complete set of as-built record drawings annotated with all revisions made during construction.

CP6901A20 01320-3 CONSTRUCTION SCHEDULE CPM
3) The detailed sequence of construction shall be based upon the schedule submitted by the Contractor and approved by the Engineer. The suggested construction phasing plan shown on the drawings is intended as a guide and provides for completing the construction within the requirements of the facility operation and scheduling limitations. It does not purport to cover any sequences necessitated by the actual construction methods. This sequence is an outline.
Portions of the work not specifically itemized herein shall be addressed in the Contractors schedule in accordance with the Contract documents. The Contractor is required to account for the details in formulating his own complete plan for implementation of the project.
4) Some of the activities described in the phasing plan may overlap one another in performance of the work. Numerical identification of the tasks does not necessarily conform to the specific order of construction.
b. Contractor shall mobilize, have equipment and plan submittals approved, and have applicable equipment and materials on site before taking any existing equipment out of service.
c. Contractor shall install all required Erosion and Sediment Control measures before commencing earthwork activities.
d. Shutdowns of facility processes, systems, structures, equipment, or roadways shall be in accordance with Appendix A – Construction Phasing: WSSC and PEPCO Coordination. 01320.2.
1) The Contractor’s schedule shall clearly identify proposed construction durations for each activity. Activities shall be developed in sufficient detail to identify impacts to existing facility operations. The schedule shall contain a detailed listing of all expected facility shutdowns, with the duration of the shutdown specifically shown. A facility shutdown shall be defined as a facility operating unit(s) including N.W, S.W, N.E, and S.E. Motor starter groups being taken out of service and not processing water for any duration. A shutdown may include the entire facility (all operating units), or a portion of the facility. A shutdown shall also include taking any part of the facility (including electrical distribution system, etc.) out of service which would require: 1) the entire facility or a portion of the facility to be taken out of service; or 2) normal operations to be modified to accommodate loss of such facilities. As part of each shutdown request, Contractor shall provide a detailed back to service plan and a detailed emergency back to service plan including any requested tasks for the Commission.
2) All Work activities that require changes to existing operations or temporary disturbance to existing utilities shall be clearly assigned to an additional category or an “Activity Code” titled “Utilities Disturbance” or a similar title. A Hammock or a Mock activity shall be created representing the total period and dates of such a disturbance event and its relation to any Shutdown activity in the “Shutdowns” list mentioned earlier if a Shutdown is required. Contractor shall obtain written approval from the Engineer prior to beginning such work.
3) All work which requires equipment, structure, process shutdowns shall be coordinated with the Engineer. Submit request for each shutdown in e-Builder using the “Shutdown Period/Tie-in Request” form at least seven days prior.
Shutdowns starting on Fridays are not permitted.
4) Submit a list of all required shutdowns of existing facilities at the time the Construction Schedule is submitted. Within this list, identify the facilities affected by the proposed shutdown, the duration of the shutdown, any
