About this file
This is a Hazardous Materials Environmental Assessment and Resistivity Report prepared by Findling, Inc. for Shah & Associates, Inc. regarding the Anacostia II Wastewater Pumping Station Electrical Upgrade project in Capitol Heights, Maryland, under WSSC Contract No. PM0002A20 - Task 6. The assessment was conducted on August 12, 2021, to determine whether soil contamination exists in areas designated for excavation related to the replacement of two transformers and 13.8 kV and 4.16 kV switchgear. The scope of work included clearing utilities, drilling two soil borings (B-1 and B-3) to depths ranging from 20 to 25 feet, screening samples using visual, olfactory, and photoionization detector (PID) methods for volatile organic compounds, and collecting soil samples for laboratory analysis. Samples were collected in accordance with EPA protocols and delivered to Phase Separation Science, a NVLAP accredited laboratory in Catonsville, Maryland, for comprehensive analysis.
The environmental soil samples were analyzed for total petroleum hydrocarbons (gasoline and diesel range organics), volatile organic compounds, semi-volatile organic compounds, target analyte list metals, and polychlorinated biphenyls using EPA Methods 6035, 8015, 8260, 8270, 6020, and 8082. All analyses were completed within prescribed holding times with no quality control concerns identified. Field observations revealed brown sand with silt and gravel with no visible staining or odors detected, though PID readings ranged from 0.0 to 16.6 ppm. Resistivity testing conducted by Essential Corrosion Protection on samples from 3.5 to 8.0 feet depth indicated mildly corrosive soil conditions with as-is soil resistivity ranging from 14,000 to 16,000 Ohm-cm. Soil samples were retained for thirty days from the report date (September 7, 2021) for inspection purposes. The complete laboratory reports and chain of custody documentation were included in the assessment attachments.

1. Scope of Services
Findling conducted environmental sampling and testing in conjunction with the geotechnical investigation. The purpose of the environmental sampling was to determine if there is any contamination in the soil that is expected to be excavated for the foundations and equipment pads that would result in site-specific health and safety or soil handling requirements during construction. In addition, soil samples were taken near the foundation level for the Resistivity test.
The scope of this work consisted of:
Clearing utilities in the work area through Miss Utility Drilling soil borings to the depth of 20 feet.
Inspecting the SPT samples from borings for signs of contamination and screening the soil for volatile organics with a photoionization detector (PID) Collecting samples for laboratory analysis based upon the inspection and screening results Analyzing the samples for contaminants of concern Preparing this environmental assessment report in conjunction with the geotechnical investigation report submitted separately
2. Sample Collection
Two borings near the transformers and switchgear, B-1 and B-3 (see Figure 1: Boring Location Plan), were advanced from the ground surface to depths ranging from 20 feet to 25 feet. The details of subsurface conditions disclosed by the borings are contained on the individual Boring Logs provided in the geotechnical report. The split spoon samples (SPT) were obtained at various intervals by driving a 1-3/8-inch ID (2-inch OD) split-spoon sampler. The samples were screened for contamination using visual and olfactory observations and for VOCs with a photoionization detector (PID). Based on the screening and the anticipated depth of excavation during construction, one soil sample from each boring was retained for laboratory analysis. The samples were collected in two 4oz wide mouth glass jars and a TerraCore Plus sample kit. The TerraCore Plus kits were used for volatiles and were used in accordance with EPA Method 5035.
All of the sample containers were provided by the analytical laboratory. The appropriate sample containers were used based upon the analytical methods described below.
The glass jars were filled as completely as possible. An approximately 5-gram sample collected with the Terra-core sampler was placed in each VOA vial of the TerraCore Plus kits. The sample containers were labeled immediately after sampling. The sample containers were placed in a cooler on ice to cool the samples to 4oC. The samples were hand-delivered to the analytical laboratory the next day after they were collected using strict chain of custody procedures.
The auger and split spoon sampler were decontaminated prior to the start of sampling and after each sample was collected. Decontamination consisted of washing the equipment with liquinox in distilled water and a distilled water rinse.
Capitol Heights, Maryland
September 7, 2021 (Revised on September 28, 2021) Page 2 of 5
In addition, soil samples were collected in each boring at the depth of 3.5 ft to 8 ft for the resistivity test. The boreholes were backfilled with excess soil cuttings. Sand brought to the site, was used to replace the soil removed by the sampling. The backfill was tamped and the surface was restored with a cold Asphalt Patch.
3. Field Observations
The soil in each sample location was brown Sand with some Silt and Gravel. The soil was not stained and no odors were detected.
The SPT samples were screened for contamination using visual and olfactory observations and for VOCs with a photoionization detector (PID). The PID reading ranged from 0.0 ppm to 16.6 ppm.
4. Sample Analysis
The environmental soil samples were analyzed by Phase Separation Science, in Catonsville, Maryland, a NVLAP accredited laboratory. The samples were analyzed for:
Total petroleum hydrocarbons, gasoline range organics (TPH-GRO) by EPA Methods 6035 and 8015 Total petroleum hydrocarbons, diesel range organics (TPH-DRO) by EPA Method 8015 Volatile organic compounds (VOCs) by EPA Methods 6035 and 8260 Semi-volatile organic compounds (S-VOCs) by EPA Method 8270 Target analyte list metals (TAL Metals) by EPA Method 6020 Polychlorinated biphenyls (PCBs) by EPA Method 8082 (Boring B-3 only)
All of the analyses were performed within the prescribed holding times for the analytical methods. No quality control concerns were identified by the lab in its report.
The analytical results are summarized in Tables 1 and 2 on the next pages. The Maryland soil cleanup standards for the non-residential/industrial exposure scenario are provided in the tables for reference. The complete laboratory report and chain of custody for environmental analysis are provided in Attachment 1 to this report.
The resistivity soil samples were analyzed by Essential Corrosion Protection, in Columbia, Maryland. The samples were analyzed for Resistivity, Redox, pH, Chloride, Sulfate, and Sulfides. The soil in the vicinity of the construction at the depth of 3.5 ft to 8.0 ft is Mildly Corrosive with As-Is Soil Resistivity ranging from 14,000 to 16,000 Ohm-cm. The complete laboratory report for resistivity is provided in Attachment 2 of this report.
