About this opportunity
Boulder County Parks and Open Space is requesting proposals for installation of stock water wells on two county-owned agricultural properties under RFP-300-26, with proposals due September 4, 2026 and a non-mandatory pre-proposal meeting scheduled for August 17, 2026 at 9:00 a.m. MDT via Microsoft Teams.
The scope includes drilling four wells on the Alexander Dawson property and two wells on the Mayhoffer property, both leased for cattle grazing, and installing associated infrastructure: solar pumps, electrical equipment including solar panels and controllers, galvanized steel or rubber tire stock tanks, and float valves. The contractor must identify well locations near available groundwater sources, file all required drilling permits with the State of Colorado and Boulder County, determine drilling depth and casing type, and install any state-required infrastructure such as concrete pads and wellhead fencing. Work is divided into five phases: project kickoff meeting, depth-to-groundwater verification, permitting, drilling, and infrastructure installation. All work must be completed by December 31, 2027, with work hours limited to Monday through Friday, 7:00 a.m. to 5:00 p.m., unless specifically authorized in writing. The contractor must provide a one-year warranty on all installed equipment and infrastructure.
The total contract value is $350,000. The contractor must hold a current State of Colorado Certificate of Good Standing and submit a W-9 dated within the past 12 months. A 5% bid bond is required; payment and performance bonds equal to 100% of the proposed cost are required for bids exceeding $50,000 and must be approved before work commences. Insurance requirements include Commercial General Liability ($1,000,000 Each Occurrence / $2,000,000 General Aggregate), Workers' Compensation at statutory limits, Employer's Liability ($100,000 Each Accident / $500,000 Disease-Policy Limit / $100,000 Disease-Each Employee), and Pollution Liability ($1,000,000 Per Occurrence / $1,000,000 Aggregate). Boulder County must be named as additional insured. Monthly invoices are submitted to the Boulder County Parks and Open Agricultural Resources Project Manager upon inspection and approval of deliverables. All work product, data, and documentation become the exclusive property of the County.

Water infrastructure is critical to maintain Boulder County's agricultural leases. Stock water wells provide water to cattle on each property and allow for proper distribution and management of grazing. Boulder County Parks and Open Space (POS) seeks a qualified vendor for installation of stock water wells on two properties owned and managed by the county: 1. Alexander Dawson. 2. Mayhoffer. These properties are currently leased to agricultural leaseholders for cattle grazing. To increase water availability, the county needs to install additional stock water wells. There will be four (4) new wells installed on the Alexander Dawson property and two (2) additional wells installed on the Mayhoffer property. The selected contractor will assist the county in identifying wells located near available groundwater sources and will be responsible for: 1. Filing necessary well drilling permits with the State of Colorado. 2. Drilling. 3. Installation of associated infrastructure; a. Pump. b. Solar panel. c. Electrical equipment. d. Stock tank. Costs should include additional infrastructure that may be required by the state, including, but not limited to concrete pad installation and wellhead fencing.
