About this opportunity

The Oklahoma State Department of Health (OSDH) is requesting proposals for Testing, Adjusting, and Balancing (TAB) services on 82 airborne infection isolation rooms and associated HVAC systems across Oklahoma Community Health district locations, with proposals due October 5, 2026 at 3 p.m. Central Standard Time. A service-disabled veteran business enterprise (SDVBE) self-certification option is available under 74 O.S. 85.44E.

Bidders must hold NEBB, AABC, or TAB certification and provide documented evidence of at least two previous projects involving airborne infection isolation rooms completed within the last five years. The scope requires airflow measurements, air-changes-per-hour (ACH) calculations, differential pressure and stability testing, filter performance verification, pressure monitoring and alarm system calibration, and certified compliance reports. New or renovated facilities must maintain a minimum of 12 ACH; existing facilities must maintain a minimum of 6 ACH. All isolation rooms must maintain negative pressure relative to adjacent spaces with exhaust discharged safely outdoors, or HEPA filtration at 99.97% efficiency if outdoor discharge is infeasible. Services must comply with ANSI/ASHRAE/ASHE Standard 170, Facility Guidelines Institute standards, ASHRAE and CDC guidelines, and Oklahoma Statute 59 OS 46.21b. All on-site services must occur during normal business hours, Monday through Friday, 8:00 a.m. to 5:00 p.m. Central Time, excluding Oklahoma State holidays.

The initial contract term is one year with four one-year renewal options; the contract may be designated for statewide use by other agencies. Pricing must be submitted as firm, fixed cost per site inspection, including travel, warranty, and preventative maintenance, organized by hourly rates by staff category and fiscal year (FY 2027 through FY 2031). All pricing is firm and fixed for the contract term with no alternate cost proposals accepted. Questions are due September 21, 2026. The contracting officer is Cini Zacharia at Cini.zacharia@omes.ok.gov or 405-522-9078. Bids must remain firm for a minimum of 120 days after the due date and be submitted exclusively through the Oklahoma Supplier Portal.
