About this file
This is a Technical Response Worksheet for a Request for Proposals (RFP) issued by the State of Oklahoma (Solicitation Number EV00000960) for Tuberculosis (TB) Isolation Rooms, specifically Airborne Infection Isolation Rooms (AIIR). The solicitation requests qualified HVAC service providers to perform comprehensive testing, adjusting, balancing, and monitoring services on isolation room systems. Bidders must demonstrate expertise in healthcare HVAC systems and provide documentation of at least two previous projects involving AIIR systems completed within the last five years. The mandatory qualifications require submission of certified professional licenses such as NEBB, AABC, or TAB certifications. Key service requirements include performing airflow measurements, calculating air changes per hour (ACH), conducting differential pressure testing, verifying filter performance, and providing certified reports documenting compliance with established standards.
The RFP establishes strict technical requirements that bidders must meet on a pass-fail basis to be considered responsive. New or renovated AIIR facilities must maintain a minimum of 12 ACH, while existing facilities must maintain at least 6 ACH. Isolation rooms must maintain negative pressure relative to adjacent spaces through self-closing or positively latching doors, and exhaust air must be discharged safely outdoors. For facilities where outdoor exhaust discharge is not feasible, HEPA filtration with 99.97% efficiency is required with documented maintenance records. Bidders must also demonstrate capability in installing and maintaining pressure monitoring and alarm systems that continuously display negative pressure status with audible and visual alerts. All on-site services must be performed during the Community Health site location's normal business hours, Monday through Friday from 8:00 AM to 5:00 PM Central Time, excluding official Oklahoma State designated holidays. Pricing and any value-added services should be submitted in Exhibit 03.

| Offeror must provide complete and succinct responses to each item below. Insert your responses into this worksheet directly into the yellow boxes If your response does not fit into the boxes below a clearly labeled response (Example: 7.7.b etc). will be considered. Offeror should provide all information necessary to demonstrate Offeror’s ability to meet the requirements of this RFP and the RFP’s Scope of Work. .Note: If the bidder does not meet ALL of these Mandatory Qualifications and Mandatory Requirements, then they will not be considered as a valid respondent and will not be evaluated. These mandatory items will be evaluated on a pass/fail basis. Failure to respond to any question may result in your proposal being deemed nonresponsive. Suppliers are to describe their specialized service and provide detailed information on their expertise and core competencies for each applicable columns of their response,. If the criterion does not have a repsonse please indicate Not Applicable (NA). |
| Suppliers must demonstrate experience and core competencies providing services for customers that match the requirements of this solicitation. Overall, Suppliers must describe their specialized service and provide detailed information on their expertise and core competencies for each applicable category of their bid response. Please review each category descriptions listed in Attacahment A for specific information regarding the qualifications that would be needed by the Suppliers for those categories. The services listed in each category are not exhaustive and Suppliers should bid under the category(s) that best represent the services being offered. Services that cannot easily be classified under other categories may be bid under the “Value Added” section of the solicitation. | |||
| Sections | Bidder Criteria: | YES/NO | Comment |
| Exhibit 01 | Mandatory Qualification 1: Provide copies of Certified professional licenses/certificates (e.g., NEBB, AABC, or TAB) | ||
| Exhibit 01 | Mandatory Qualification 2: Provide documentation for two (2) previous projects to include project descriptions and scope of work relevant to healthcare Heating, Ventilation, and Air Conditioning (HVAC) systems focusing on airborne infection isolation rooms (AIIR) completed in the last 5 years. | ||
| Exhibit 01 | Mandatory Requirement 1: The isolation room shall be maintained at negative pressure relative to adjacent spaces. | ||
| Exhibit 01 | Mandatory Requirement 2: A negative air pressure differential must be maintained by having a self-closing door or positively latching. | ||
| Exhibit 01 | Mandatory Requirement 3: Exhaust air must be discharged to the outside, away from air-intake and populated areas. | ||
| Exhibit 01 | Mandatory Requirement 4: New or renovated airborne infection isolation rooms (AIIR) should be monitored continuously, preferably with a permanently installed visual monitor, as indicated. | ||
| Exhibit 01 | Mandatory Requirement 5: New construction/renovated AIIR must maintain a minimum of greater than or equal to 12 air changes per hour (ACH). | ||
