About this opportunity

The Assessor-County Clerk-Recorder-Elections (ACRE) Department of San Mateo County, California is requesting proposals for IT contingency staffing services with vendor rate cards due September 14, 2026. Vendors must accept the San Mateo County standard contract template without modifications as a condition of eligibility.

The scope encompasses IT technical staff augmentation across nine position categories: Application Developer, Software Engineer, Reporting Data Analyst, Program Manager, Technical Architect, Data Architect, Technical Lead/Specialist, Departmental System Analyst, QA Lead, and QA Analyst. Each position carries defined technical qualifications and certifications detailed in the job descriptions. Vendors must submit hourly rate cards inclusive of personnel, overhead, and administrative costs for a three-year contract period. Rate ranges are permitted with supporting justification such as experience level. ACRE will pre-approve vendors through this RFP and subsequently submit specific IT positions to selected vendors as business needs arise during budgeting cycles.

Vendors selected under this arrangement must conduct background checks on all contractors assigned by ACRE prior to deployment. The underlying contract requires general liability, motor vehicle liability, and professional liability insurance of $1 million per occurrence; compliance with California prevailing wage and San Mateo County Living Wage Ordinance; workers' compensation insurance for the full term; HIPAA Business Associate compliance where applicable; and assignment of all work products to the County. The County retains the right to terminate without cause upon thirty days' notice.

A Contingent Staff Request Form (CSRF) and Consultant Information Form (CIF) establish the administrative process for onboarding individual contingent staff members as assignments are authorized. No contract value ceiling, estimated spend, or incumbent contractor is identified in the solicitation materials.
