About this file

This document is a job description reference guide for the Assessor-County Clerk-Recorder-Elections (ACRE) Department in California's IT Contingency Staffing Services solicitation. The ACRE Department seeks IT technical staff augmentation through contingency staffing to support day-to-day operations and project execution across multiple positions. The solicitation identifies nine distinct role categories: APAS Application Developer, Software Engineer, Reporting Data Analyst, Program Manager, Technical Architect, Data Architect, Technical Lead/Specialist, Departmental System Analyst, QA Lead, and QA Analyst. Vendors are required to submit rate cards for all identified positions covering a three-year contract period. The ACRE Department will pre-approve vendors through this RFP and subsequently submit specific IT positions to selected vendors as business needs arise during budgeting cycles.

Vendors must provide rate cards for the three-year term and confirm acceptance of the Santa Monica College (SMC) standard contract template without modifications. Additionally, selected vendors are responsible for conducting background checks on any contractors assigned by ACRE. The job descriptions specify technical qualifications, certifications, and experience requirements for each position, ranging from proficiency in multiple programming languages and cloud platforms for developer and engineer roles to specialized expertise in Salesforce architecture and data management for architect positions. Quality assurance roles require demonstrated expertise in testing tools such as Selenium, Silk, and JIRA, while business and program management positions require substantial experience in legacy system replacement projects, vendor management, and contract administration.
