About this opportunity

The State of Colorado, Department of Personnel & Administration, is requesting proposals for custodial services across 13 state facilities under RFP AAGA 2026-0280, with proposals due July 22, 2026 (extended from July 15 via Addendum 1). The mandatory site visit was July 2, 2026; vendors who attended the earlier mandatory walk-through for RFP AAGA 2026-0211 are not required to repeat it.

Service-Disabled Veteran Owned Small Business (SDVOSB) offerors are encouraged to submit proposals and must provide appropriate Department of Veterans Affairs certification documentation. No other set-asides or preferences are stated.

The scope covers nightly cleaning (5:30 PM to 5:00 AM) across approximately 153 restrooms and select daytime cleaning of offices, labs, and secure locations. The contractor must provide all labor, equipment, materials, and supplies; perform all services using direct company employees with no subcontracting permitted; maintain a physical office within 30 miles of the State Capitol; and assign a dedicated full-time Project Manager physically present minimum eight hours daily. All custodial employees must pass State-approved background checks. Performance must meet a 90% inspection score threshold. The State provides storage for walk-behind auto-scrubbers and wet vacs at five primary locations and maintains separate waste collection agreements; the contractor is not responsible for off-site hauling or dumpster fees. Recycling contamination monitoring is handled facility-wide by the trash collection contractor at a 2% threshold.

Historical annual spending ranges from approximately $912,880 to $1,016,751 (Not to Exceed). The contract structure allows an initial term plus up to four one-year extensions with an additional end-of-term extension of up to two months, subject to State discretion. Pricing must be submitted as firm, fixed prices with itemized labor, materials, equipment, and overhead by facility location. Proposals must include Exhibit B responses, three commercial references (preference for government or public entity clients), staffing plans, equipment inventories, training protocols, and quality assurance procedures.

Evaluation criteria are: Sustainability and Compliance (5%), Personnel and Management (15%), Operations and Methodology (30%), Experience and Past Performance (10%), and Cost (40%). Vendor inquiries were due July 8, 2026 at 2:00 PM Mountain Time. Award is anticipated early to mid-August 2026 with a targeted September 1 start date. The successful offeror must register with the Colorado Secretary of State and obtain a Certificate of Good Standing within ten business days of Intent to Award notice.
