About this file
This document is an Exhibit B offeror response questionnaire for RFP AAGA 2026-0280, a custodial services solicitation issued by the Colorado Department of Personnel & Administration (DPA) for fiscal years 2026-2027. The RFP requires qualified vendors to provide comprehensive custodial services across multiple State of Colorado buildings, including both routine daily cleaning and periodic specialized tasks as detailed in the accompanying Statement of Work (Exhibit A). Prospective offerors must respond completely to all questions organized into seven sections covering company overview, organizational experience, personnel qualifications, management capabilities, operations and equipment, client references, and pricing. The questionnaire mandates that all custodial services be performed exclusively by direct company employees with no subcontracting permitted, and requires the selected vendor to maintain a physical office within thirty miles of the State Capitol. Vendors must demonstrate experience managing multi-facility portfolios of at least ten office buildings and provide detailed staffing plans, equipment inventories, training protocols, and quality assurance procedures specific to the scope of work.
The pricing component requires offerors to submit costs according to Exhibits C and C1, with particular emphasis on cost efficiency given significant state budget constraints and deficit concerns. Vendors must provide standard pricing for fully occupied buildings and develop separate pricing methodologies for partially occupied and unoccupied buildings that will receive only minimal custodial services. All offerors must include three active commercial references demonstrating similar scope and complexity, with preference given to government or public entity clients. Personnel requirements include a dedicated, full-time Project Manager who must be physically present for a minimum of eight hours daily to oversee service delivery and interface with the DPA Representative. Additionally, all custodial employees assigned to State buildings must pass background checks approved by the DPA prior to beginning work, and the selected vendor must demonstrate capacity to respond to modified schedules and urgent cleaning requests without service disruptions.
