About this opportunity
The Michigan Department of Technology, Management and Budget is requesting bids for the Petobego Dam Removal project (751/22040.BDW) at 11343 US-31 in Acme Township, Grand Traverse County, with bids due August 19, 2026 at 2:00 p.m. Eastern time. Qualified Disabled Veteran (QDV) businesses receive a 10% preference in bid evaluation.
The scope encompasses demolition and removal of the existing Petobego Dam structure, minor excavation and spoil leveling at approved on-site locations, construction of rock structures and pools, stream restoration, vegetation restoration, and abandonment of the existing access roadway on US-31N. Work is restricted to 7:00 a.m. to 7:00 p.m. Monday through Saturday, with no Sunday or holiday work without authorization. The contractor must comply with Michigan Soil Erosion and Sedimentation Control Act Part 91 and related regulations, maintain water control per engineer approval, coordinate with Miss Dig for utilities (3 full working days minimum), and maintain all permanent erosion control measures for one year following installation.
The bid structure includes 14 lump-sum line items (mobilization capped at 4% of base bid, water control, site clearing, structure demolition, channel excavation, rock structure and pool construction, topsoil and seeding, erosion control blanket installation, cleanup, and project closeout) plus one unit-price item (825 square yards of 21AA stone). A $20,000 contingency allowance is added to the base bid total. Bid security of 5% is required. Substantial completion is due June 15, 2027, assuming Notice-to-Proceed by October 1, 2026, with liquidated damages of $500 per calendar day for failure to meet the deadline. Performance and payment bonds are mandatory for contracts exceeding $50,000. Prevailing wage requirements under 2023 PA 10 apply, with contractors required to maintain state project registration and submit certified payrolls.
Mandatory pre-bid meetings were held August 10 (virtual via Microsoft Teams) and August 11 (on-site) at 10:30 a.m. Eastern time. Questions were due August 13 at 2:00 p.m. to Warren Miller, P.E. at warrenm@spicergroup.com. Addendum 2, issued August 13, reissued the bid schedule, added traffic-control specifications, and documented pre-bid questions and attendance. Bids must be submitted electronically through SIGMA VSS with acknowledgment of all addenda in the Bid Summary and Bid Form. Bidders must hold bids open for 60 calendar days after opening.
