About this file

This is Construction Bid Addendum No. 2 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division for the Petobego Dam Removal project located in Grand Traverse County, Michigan (File Number 751/22040.BDW). The addendum, issued on August 13, 2026, reissues the bid schedule, adds Technical Specification Section 01 55 26 for traffic control, provides questions and answers from the pre-bid meeting, and includes final pre-bid attendance documentation. The project involves dam removal and restoration work with 14 base bid items including mobilization, soil erosion and sedimentation control, water control, staging and laydown areas, site clearing, traffic control, structure demolition and removals, channel excavation, rock structure construction, topsoil and seed work, erosion control blanket installation, cleanup, and project closeout. The bid opening date was August 19, 2026. Two pre-bid meetings were held on August 10-11, 2026 (one online and one onsite). The project director is Bruce Watkins, P.E., and the professional is Spicer Group with Warren Miller, P.E. as the signatory professional.

The bid schedule includes 14 lump sum items and one item with unit pricing (825 square yards of 21AA Stone), with a contingency allowance of $15,000 to be added to the base bid total. Traffic control requirements must comply with Michigan Manual of Uniform Traffic Control Devices Part 6, ATSSA quality standards, and MDOT specifications, with costs included in the mobilization lump sum price. Key clarifications from the pre-bid questions address baseflow discharge rates required downstream during water control (referenced to EGLE tables), access road restoration requirements (4 inches of topsoil with seed and mulch), and water control methodology (contractor responsible for means and methods with written plan submission and engineer approval required post-award). Eight contractors were verified as eligible to bid, including Elmer's Crane & Dozer, Inc., Davis Construction, Inc., AJs Excavating, TJM Services, Walton Contracting, and Hardman Construction, among others documented in the attendance record.
