The project is anticipated to be completed within approximately eighteen months, with critical milestones at 60%, 90%, and 100% design submission stages. Evaluation criteria are qualifications and experience (20%), contractor or construction manager qualifications (20%), project approach (20%), related work experience with references (25%), project schedule (10%), and organization chart (5%). The consultant must provide proof of professional liability insurance covering at least $5 million per occurrence, general liability, workers' compensation, and watercraft protection if applicable. Questions and requests for interpretation must be submitted by October 29, 2026 at 5:00 p.m. Proposals must be submitted electronically through the OpenGov platform in common formats; paper submissions are not accepted.
