About this opportunity

Springfield Technical Community College is requesting bids for main gate bollards (Project 2027-10) with proposals due October 15, 2026. This is a Massachusetts state and local contract opportunity subject to Commonwealth procurement requirements including mandatory Supplier Diversity Program participation for contracts exceeding $150,000, Electronic Funds Transfer, and Prompt Payment Discount program enrollment.

Plans are available by email request to stccbidclerk@stcc.edu; requesters must provide company name, address, phone, fax, and project number. Bidders must register in the COMMBUYS online portal and respond through that system. All bid responses must include a completed Supplier Diversity Plan commitment form specifying the percentage of contract sales that will be allocated to certified SDP Partners (Minority Business Enterprises, Women Business Enterprises, and Service-Disabled Veteran-Owned Business Enterprises) over the contract term.

Bidders must submit a Tax Compliance Certification (Certificate of Good Standing from the Massachusetts Department of Revenue issued within the past year) either with the proposal or provide documentation verifying a timely application to the Department of Revenue. A Massachusetts Substitute W-9 Form, Contractor Authorized Signatory Listing (if not a sole proprietor), and Business Reference Form are required. Bidders must offer Prompt Payment Discount percentages for payment within 10, 15, 20, and 30 days and enroll in Electronic Funds Transfer unless they can demonstrate undue hardship.

Commonwealth Terms and Conditions apply, including a standard 45-day payment cycle from invoice receipt, non-assignment of contract obligations without prior written authorization, seven-year record retention, and indemnification of the state. Contracts are governed by Massachusetts law with exclusive jurisdiction in state or federal courts in Massachusetts. The contract will incorporate the Standard Contract Form jointly issued by the Executive Office for Administration and Finance, Office of the Comptroller, and Operational Services Division.
