About this file

This is a Tax Compliance Certification Instructions document issued by the Massachusetts Department of Revenue (DOR) that outlines bidder requirements for state and local contract opportunities. Bidders must demonstrate compliance with Commonwealth tax laws under M.G.L. C. 62C, s.49A by submitting an original or photocopy of a Certificate of Good Standing issued by the Massachusetts Department of Revenue within the past year. The certificate should be obtained by submitting a request to the DOR Taxpayer Services Division Certificate Unit, with applications processed by fax on demand or mail. Bidders are advised that certificate issuance normally requires several weeks and should indicate in their request that the certificate is needed for a Commonwealth solicitation with a deadline to expedite processing. The certificate must be provided prior to final execution of the Standard Contract Form.

Bidders must include specific information in their certificate request, including the corporation's name, address, telephone number, reason for the request, types of taxes applicable to the corporation, corresponding Massachusetts identification numbers, a completed Power of Attorney Form M-2848 if applicable, and signature of a major corporation officer. If a bidder cannot supply the tax certificate with their proposal response, they must provide documentation verifying that an appropriate application has been filed with the Department of Revenue to satisfy compliance requirements.
