The City is exempt from sales and use taxes on materials incorporated in the work. Award is based on lowest and best bidder criteria, evaluating bidder and subcontractor experience, workforce qualifications and local availability, compliance history, prevailing wage compliance, construction performance, DBE participation, and responsiveness.
Prevailing wage rates for Lucas County trades, per prevailing wage determination, apply to all workers. Living Wage requirements mandate minimum compensation of $17.45 per hour with health benefits or $20.63 per hour without, for contracts exceeding $10,000. Contractors must submit certified payroll reports within two weeks of project start and weekly thereafter.
