About this file

This is a Bid Specification Addendum document issued by the City of Toledo, Ohio, establishing Project Labor Agreement (PLA) requirements for the 2026 GCCS Construction project at Hoffman Road Landfill. The addendum specifies that any successful bidder awarded a construction contract valued at $100,000 or greater must enter into a PLA with the Northwest Ohio Building and Construction Trades Council (NWOBTC), as mandated by Toledo Municipal Code Section 187.12(d). A pre-job conference must be scheduled within fifteen (15) days of bid award notification, and an executed PLA bearing signatures from both the lead contractor and the NWOBTC Executive Secretary must be submitted to the Division of Purchases and Supplies within fifteen (15) working days following the pre-job conference. All successful bidders, contractors, and subcontractors are required to comply fully with the executed PLA provisions.

The project requires bidders to submit bids exclusively through the City of Toledo's PlanetBids e-bid portal and include mandatory documentation consisting of construction project paperwork, line items, a bid guaranty (bid bond or certified check payable to the City of Toledo), a signed contract, tax exemption certificate, preliminary construction schedule, three project references for similar work, and equipment and labor rates. Bid guaranties must be received by the Division of Purchases and Supplies no later than the stated due date, with personal checks not accepted. Beginning March 13, 2026, certain company documents need only be submitted once for the duration of all contracts with the City of Toledo.

Project Labor Agreement (PLA)

Toledo Municipal Code Section 187.12(d) requires the successful bidder of a construction contract of $100,000 or greater, which is funded by the City of Toledo or other sources that do not exclude Project Labor Agreements (“PLA”), to enter into a PLA with the Northwest Ohio Building and Construction Trades Council (“NWOBTC”).

Once the successful bidder is notified of bid award, a pre-job conference shall be held within fifteen (15) days of the award notification between the Bidder and the Northwest Ohio Building and Construction Trades Council (“NWOBTC”). An executed Project Labor Agreement must be delivered to the Division of Purchases and Supplies within fifteen (15) working days from pre-job conference with NWOBTC. An executed Project Labor Agreement must have the signature of the lead contractor and the Executive Secretary of the Northwest Ohio Building and Construction Trades Council at a minimum to be deemed valid.

The successful bidder, and all of the bidder’s contractors and subcontractors, must comply with and adhere to all of the provisions of the PLA executed with the NWOBTC.
