The scope encompasses a comprehensive planning process for Clarke, Jasper, Kemper, Lauderdale, Leake, Neshoba, Newton, Scott, and Smith counties and their respective communities. Contract award will be based solely on maximum all-inclusive pricing submitted on the provided bid form with detailed cost analysis and breakdown sheets. The initial contract term is one year from execution, with MEMA retaining discretion to renew for three additional twelve-month periods under the same or amended terms.

Minimum qualifications require five years of business experience providing similar services and current certifications or licenses as required by law. Bidders must score a minimum of six points from two reference checks (twelve points total), verified through agency staff interviews within two business days of bid opening. Bidders must maintain workers' compensation insurance and professional liability insurance with minimum limits of $1 million per occurrence, listing MEMA as an additional insured; all carriers must be licensed by the Mississippi Department of Insurance. Certificates of insurance are due within ten days of notice of intent to award.

Questions are due June 24, 2026 at 3:00 PM CDT, with answers anticipated June 30, 2026. Notice of Intent to Award is anticipated August 7, 2026.
