About this file

This is an Amendment #1 to an Invitation for Bids issued by the Mississippi Emergency Management Agency (MEMA) through the Office of Statewide Strategic Sourcing (OSSS) for the update of Hazard Mitigation Plans for District 6, covering ten counties including Clarke, Jasper, Kemper, Lauderdale, Leake, Neshoba, Newton, Scott, Smith, and Winston counties. The scope of work requires contractors to develop comprehensive hazard mitigation plans incorporating risk assessments for multiple natural hazards, GIS-based hazard mapping, vulnerability assessments, mitigation strategies, and plan maintenance procedures. The project requires a minimum of four public meetings and coordination with the District 6 Hazard Mitigation Council. The amendment updates the project timeline with questions and requests for clarification due June 24, 2026 at 3:00 PM CDT, anticipated answers posted June 30, 2026 at 11:00 AM CDT, and bids due July 15-21, 2026 at 1:00 PM CDT with bid opening at 2:00 PM CDT on the same date. The anticipated notice of intent to award is August 7, 2026 at 11:00 AM CDT. The initial contract term is one year with the option for MEMA to extend for up to three additional twelve-month periods at the same annual price proposed in the original bid.

Pricing shall be submitted as one all-inclusive annual cost amount that reflects all requirements listed in the Scope of Work, with any contract extensions requiring additional funding to be at the same annual price proposed at bid opening. No anticipated budget has been established for this project. The amendment clarifies that the initial twelve-month period must include plan adoption by all jurisdictions, though MEMA may extend the contract at no additional cost if additional time is needed to complete all work. Qualified bidders must have a minimum of five years of business experience providing similar services and maintain workers' compensation insurance and professional liability insurance with minimum limits of $1 million per occurrence, listing MEMA as an additional insured. Bidders must score a minimum of six points from two reference checks within two business days of bid opening and register to do business in Mississippi or commit to registration within seven business days of award notification.
