About this file
This Invitation for Bids document is issued by the Mississippi Emergency Management Agency (MEMA) through the Office of Statewide Strategic Sourcing (OSSS) for the update of Hazard Mitigation Plans for District 6 covering ten counties: Clarke, Jasper, Kemper, Lauderdale, Leake, Neshoba, Newton, Scott, Smith, and Yazoo. The scope of work requires a comprehensive planning process that includes a minimum of four public meetings, risk assessments across multiple natural hazards (floods, wind, fire, and geologic events), hazard mapping using GIS technology, vulnerability assessments, mitigation strategy development, and plan maintenance procedures. Bidders must coordinate with the District 6 Hazard Mitigation Council and facilitate local government adoption before submitting the final plan to FEMA for approval. The deadline for bid submission is July 15, 2026 at 1:00 PM CDT, with all bids submitted electronically to OSSS@dfa.ms.gov in PDF format. Questions must be submitted by June 24, 2026 at 3:00 PM CDT, with answers anticipated by June 30, 2026. The Notice of Intent to Award is anticipated for August 7, 2026. The initial contract term is one year from execution, with MEMA retaining discretion to renew for three additional twelve-month periods under the same or amended terms.
Contract award will be based solely on maximum all-inclusive pricing submitted on the provided bid form with detailed cost analysis and breakdown sheets. Minimum qualifications require bidders to have five years of business experience providing similar services and current certifications or licenses as required by law. Bidders must score a minimum of six points from two reference checks (twelve points total), verified through agency staff interviews within two business days of bid opening. All bidders must maintain workers' compensation insurance and professional liability insurance with minimum limits of $1 million per occurrence, listing MEMA as an additional insured, with carriers licensed by the Mississippi Department of Insurance. Certificates of insurance are due within ten days of notice of intent to award. Bidders must be registered to do business in Mississippi or commit to registration within seven business days of award notification.
