About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 19 (NCO 19), is conducting a market survey to identify potential sources for Ground Ambulance Services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The services required include 24/7 non-emergency and emergent ambulance transportation, including Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services for the Rocky Mountain Regional VA Medical Center in Aurora, Colorado. Qualified contractors must maintain current EMT, CCTP, or Paramedic certifications; possess valid driver's licenses with clean driving records; comply with HIPAA and blood-borne pathogen protocols; and maintain the ability to handle up to 30 simultaneous transports. Performance standards require 97% on-time service delivery, 97% incident reporting compliance, and 95-100% invoice documentation compliance. Responses to this Sources Sought Notice must be submitted to Chris.Hollingsworth@va.gov by 2:00 PM Mountain Time on Wednesday, March 11, 2026, with responses including company information, point of contact details, SAM UEI Number, and small business certification eligibility.
This Sources Sought Notice is explicitly not a solicitation or commitment to award; no set-aside designations are being used for this procurement. The notice does not identify any current contractors or incumbents, nor does it specify an anticipated contract award value or budget range. The contractor must provide all vehicles, personnel, equipment, and supplies while meeting federal, state, and local regulations and maintaining response times of 30 minutes for emergency pickups and 60 minutes for non-scheduled requests. The anticipated NAICS code is 621910 (Ambulance Services), and the service area encompasses the Rocky Mountain region serving over 224,296 veterans across Colorado, Wyoming, Utah, Arizona, and New Mexico. Typical demand is projected at 10-30 transports on weekdays with significantly reduced activity on weekends and holidays, and billing will be conducted through HCFA 1500 forms submitted within 30 calendar days of service completion.
